After defining the major items of the technology appraisal model for investment as innovation characteristics, significant determinants for predicting high-growth employment SMEs were derived. The analysis used 1,214 technology-invested SMEs classified as technology-investment adequate firms (TI grade 1 to TI grade 6) from 2016 to 2019. In defining high-growth employment SMEs, the absolute employment effect, employment growth rate, and the relative employment effect, sales employment coefficient, were used. It was concluded that SMEs with high employment growth rates have the characteristics of start-ups, and that securing technology and marketability are important determining factors. Sales employment coefficient growth SMEs have the characteristics of non-startup companies, and securing business feasibility was confirmed to be an important determining factor. Therefore, it is necessary to design and operate a life-cycle tailored policy according to the work experience and size of SMEs. In addition, we concluded that it is possible to improve the discrimination of high-growth employment SMEs by changing the composition and criteria of business feasibility (appraisal items).

투자용 기술평가 모형의 평가항목 대항목을 혁신 특성으로 정의하여 고용 고성장기업 예측에 유의한 결정요 인을 도출하였다. 분석에는 2016년~2019년 기술투자 적합기업(TI1등급~TI6등급)으로 분류된 1,214개 기술투자 중소기업이 사용되었다. 고용 고성장기업에 대한 정의에는 절대적 고용효과인 고용증가율과 상대적 고용효과인 매출액 고용계수를 이용하였다. 분석 결과 평가연도 이후 3개년 평균 고용증가율이 20% 이상인 고용증가율 고 성장 중소기업은 창업기업의 특성이 있으며, 기술성과 시장성의 확보가 중요한 결정요인이라는 결론을 도출하였 다. 평가연도 이후 3개년 평균 매출액 고용계수가 평가연도 대비 증가한 매출액 고용계수 성장 중소기업은 非창 업기업의 특성이 있으며, 사업성의 확보가 중요한 결정요인으로 확인되었다. 따라서 중소기업의 업력 및 규모에 따른 생애주기(Life cycle) 맞춤형 지원 정책의 설계･운영이 필요하며, 사업성 평가항목의 경우 구성 및 평가 기 준의 변경을 통해 고용 고성장기업에 대한 변별력 견인이 가능하다는 결론을 도출하였다.
