Establishment and Expansion of Chuncheon Public Agricultural School in conjunction with Gangwon-do Agricultural Policy during the Japanese colonial period

This study focuses on the Chuncheon Public Agricultural School, which was established during the Japanese colonial period. Initially, the school was established to train practitioners by applying the policy of establishing a school centered on basic agricultural education, but gradually, the school was combined with an agricultural research institute and an agricultural school to increase the efficiency of agricultural production. It also served to recruit lower-level personnel to administrative agencies, financial unions, and farmers' associations that carried out agricultural policies in Gangwon Province. Later, in the 1920s and 1930s, the school was upgraded to a five-year school and expanded quantitatively by expanding animal husbandry and forestry in Gangwon Province. While this was based on the colonial authorities' rationale of raising educational attainment, expanding agricultural technical education, and increasing agricultural production, it was actually the result of a combination of interests from various actors, including the desire of Korean students and powerful group to improve their status, and the strengthening of the position of the Gangwon provincial administration and school authorities to secure agricultural technical personnel.

일제강점기 설립된 춘천공립농업학교는 실용적이고 실재적인 하급 실무자 를 양성하기 위한 초보적인 실업교육 중심의 학교 설립정책이 적용되었다. 그러나 점차 종묘장과 같은 농업연구기관과 농업학교의 결합구조를 만들어 내어 농업 증산의 효율성을 증대하고자 했고, 강원도 농업 정책을 수행하는 행정기관, 금융조합, 농회 등에 하급 인력을 충원하는 기능을 갖게 되었다. 1920∼30년대에는 갑종학교(5년제) 승격과 강원도 지역의 축산업 및 임업 산 업의 확대에 따라 교세 확장이 추진되면서 대규모의 양적 팽창을 이루었다. 이는 식민당국의 학력 신장=농업기술교육 확대=농업 생산 증대라는 원론적 명분에 입각한 것이었지만, 실상은 조선인 학생과 유지집단의 계층 상승 욕구, 강원도 당국의 농정기술인력 확보, 학교 당국의 위상 강화책과 같은 서로 다른 주체의 이해관계가 결합한 결과로 나타난 것이었다.
