This study aims to propose an evaluation system model and training methods for innovating the security systems of national key facilities in Seoul Metropolitan City, as modern security threats evolve from traditional physical threats to asymmetric threats utilizing advanced technologies. The research findings indicate an urgent need to transition from existing manpower-centered security systems to manned-unmanned hybrid security systems incorporating advanced technologies such as AI and drones. In particular, the study identified the necessity of developing integrated performance indicators for balanced evaluation of human factors and unmanned systems, as well as customized training programs considering facility-specific characteristics. This study provides policy recommendations for implementing advanced technologies, nurturing specialized personnel, and strengthening cooperation systems among relevant agencies, serving as a standard model that can be expanded nationwide in the future.
