Various public conflicts in Korean society are having a significant impact on social, political, and economic issues, generating social noise and huge conflict costs. The purpose of this study is to objectively and empirically identify the discourse on public conflicts in Korean society using big data from media reports and to draw policy implications on how to manage and deal with public conflicts in Korean society in the future. To achieve the research objectives, a total of 12,963 media reports that appeared in the last two years (January 1, 2023, to December 31, 2024) were collected and analyzed using text mining and social network analysis techniques. The study found that public conflicts in Korean society have multi-layered characteristics, and that the discourse on public conflicts has shifted from one centered on local interests to one centered on the conflict between public interests and rights. As policy implications of this study, it was suggested that a systematic data-based system for efficient response to public conflicts should be provided and that a customized management system should be established to respond to various types of public conflicts. This study is of academic significance in that it empirically analyzed the patterns and characteristics of public conflicts in recent Korean society through discourse analysis, and provided basic data for public conflict management and prevention.

한국 사회에서 발생하는 다양한 공공갈등은 사회, 정치, 경제적 문제에 큰 영향을 끼치 고 있으며, 사회적 잡음과 막대한 갈등 비용을 발생시키고 있다. 본 연구의 목적은 언론보 도 빅데이터를 활용하여 한국 사회의 공공갈등에 관한 담론을 객관적이며 실증적으로 파 악하여, 향후 한국 사회의 공공갈등 관리 및 대처에 관한 정책적 시사점을 도출하는 데 있다. 연구 목적 달성을 위해, 최근 2년(2023년 1월 1일∼2024년 12월 31일)에 나타난 언론 보도 총 12,963건을 수집하여 텍스트마이닝과 사회연결망 분석기법을 활용하여 분석하였 다. 연구 결과, 한국 사회의 공공갈등은 다층적 특성을 가지고 나타나고 있으며 공공갈등에 관한 담론이 지역적 이해관계 중심에서 공익과 권익의 충돌이 중심의 담론으로 변화하였 음을 확인할 수 있었다. 이에 따른 정책적 시사점으로 공공갈등의 효율적 대응을 위한 체 계적 데이터 기반의 시스템 마련이 필요하다는 점과 다양한 유형의 공공갈등에 대응할 수 있는 맞춤형 관리 체계 구축이 필요성을 제언하였다. 본 연구는 최근 한국 사회에 나타난 공공갈등에 관한 담론 분석을 통해 그 양상과 특징을 실증적으로 분석하였으며, 공공갈등 관리 및 예방을 위한 기초자료를 제공하였다는 점에서 학술적 의의가 있다.
