This paper aims to examine the current state of the UK’s response to youth delinquency and draw implications. To this end, we first analyse the trends and status of youth crime statistics in the UK from 2016 to 2021, and examine in detail the roles of Youth Offending Teams (YOT), Multi-Agency Public Protection Agreements (MAPPA), and Multi-Agency Risk Assessment Conferences (MARAC), which are the basic protection systems for young people. It then explores the emerging importance of online youth protection and offending prevention in the post-Covid-19 era, and how the UK is responding to the challenges posed by this new online environment for youth work, divided into government (such as the NCA’s CEOP), private sector (the Online Safety Bill) and civil society (such as OCAG). Based on this, we tried to draw implications from these various efforts to respond to the online environment in the UK based on the youth protection and delinquency prevention systems that have been accumulated in Korea, as the challenges posed by the online environment do not know borders.

본 논문에서는 청소년 비행이라는 주제에 대해서 영국의 대응현황과 제도를 살펴보고 그 시사점을 도출하고자 하였다. 이러한 목적에서 우선 2016년부터 2021년까지 영국 청소 년 범죄 통계의 추세와 현황을 분석하고, 청소년에 대한 기본적인 보호 체계인 소년범대응 팀(YOT), 다기관공공보호협의(MAPPA), 다기관위험평가회의(MARAC)의 역할을 세부적으 로 검토하였다. 그리고, Covid-19 이후 급증한 새롭게 떠오르는 온라인상의 청소년 보호 및 비행예방의 중요성에 대해서 알아보고, 이러한 새로운 온라인 환경이 주는 청소년 문제 에 있어서의 도전에 대해 영국에서 어떻게 대응하고 있는지를 정부, 민간기업, 그리고 시민 사회로 나누어서 살펴보았다. 이를 바탕으로 온라인 환경이 주는 도전이 국경을 가리지 않는 점에서, 이러한 영국의 온라인 환경 대응을 위한 다양한 영역의 노력이 국내 청소년 보호 및 비행예방제도에 주는 시사점을 도출하였다.
