This paper begins with the awareness of issues arising from the current Framework Act on The Management of Disasters and Safety, which fails to adequately encompass new and complex disasters despite their increasing frequency and severity in today's society. It highlights the absence of an objective definition of social disasters and the confusion caused by the varying structures, missions, and roles of local government disaster and safety management organizations, which lack clear identity. To address these issues, the study aims to reexamine the disaster classification system and the role of local government disaster and safety management departments under Framework Act on The Management of Disasters and Safety. It identifies various problems based on cases of new and complex disasters, and compares and analyzes the differences in the organizational structures of metropolitan and local government disaster and safety management organizations. Ultimately, it proposes new disaster classification schemes and redefinitions of social disasters under Framework Act on The Management of Disasters and Safety, and suggests standard missions and organizational structures for local government disaster and safety management organizations.
