This study conducted an exploratory case analysis aimed at establishing an information management system related to special disaster zones, focusing on the examination of the declaration system and case studies amid the increasing frequency of special disaster zone declarations following large-scale disasters. In this study, relevant laws and administrative documents were reviewed, and basic analysis and multiple regression analysis were conducted to identify the characteristics and influence relationships of declaration cases, such as by disaster type, period to declaration, region, and damage status. Based on the research findings, it suggests the need to establish clear and specific declaration criteria to prevent social waste and administrative inefficiency, establish an information management system that can utilize information and experience knowledge accumulated from large-scale disasters where special disaster zones have been declared, and prepare administrative and financial support measures that can be felt by victims of special disaster zones.

본 연구는 대규모 재난 발생 빈도 증가에 따른 특별재난지역 선포 제도에 관한 논의가 확대되고 있는 가운데, 선포 제도에 대한 고찰과 국내 선포 사례를 중심으로 특별재난지역 관련 정보관리체계 구축을 위한 탐색적 목적의 사례분석을 진행하였다. 이에 본 연구는 선포 제도와 관련된 법령 및 행정자료를 검토하였고, 선포 사례의 재난유형별, 시기별, 선포지역별, 피해현황 등 특성과 영향관계를 파악하기 위하여 기초분석 및 다중회귀분석을 진행하였다. 분석 결과, 자연재난과 사회재난의 선포 기준 차이에 따라 선포에 소요되는 기간에 차이가 있었고, 재난유형에 따라 인적, 물적 피해 정도에 차이를 보였다. 또한, 피해 정도가 클수록 선포소요기간이 짧아지며, 대규모 사회재난 대응에 복잡하고 다차원 접근이 요구될 것임을 확인하였다. 연구 내용을 바탕으로 사회적 낭비와 행정의 비효율성을 방지하기 위한 명확한 선포 기준의 마련, 특별재난지역이 선포된 대규모 재난에서 축적된 정보와 경험 지식을 활용할 수 있는 정보관리체계의 구축, 특별재난지역 피해자들이 체감할 수 있는 행정적·재정적 지원 방안 마련이 필요하다는 시사점을 제시하였다.
