In response to extensive social discussions, in 2021, the Act on punishment for the crime of stalking was enacted. However, with the occurrence of serious crimes such as the murder at Shindang Station in 2022, there has been a growing public demand to strengthen punishment for offenders and protect victims. It led to amendments to the Act on punishment for the crime of stalking. Stalking crimes are sensitive issues in society, and the proper interpretation and practical application of established and amended Acts are essential, from the reporting stage to investigation and victim protection. Such responses play a role in effectively protecting and supporting victims while preventing crime and alleviating public anxiety. Against this backdrop, the "competency enhancement training program for responding to stalking" was established as the first in police institutions. This study aims to analyze the operational status of this course and derive improvement measures for training goals, teaching methods, and curriculum development necessary for enhancing competencies.

오랜 사회적 논의 끝에 지난 2021년 스토킹처벌법이 시행되었다. 그러나 2022년 신당역 살인 등 강력 범죄가 이어지면서, 가해자에 대한 처벌과 피해자 보호를 강화해야 한다는 여론이 대두되었 다. 이로 인해 법 개정이 다시 이루어졌다. 스토킹 범죄는 사회적 민감도가 높은 문제로, 신고 현장에서부터 수사 및 피해자 보호에 이르기까지 제정 및 개정된 법의 올바른 해석과 실무 적용이 필수적이다. 이러한 대응은 피해자를 효과적으로 보호하고 지원하며 범죄를 예방하여 시민 불안을 해소하는 데 중요한 역할을 한다. 이러한 배경 속에서, 경찰교육기관 최초로 경찰인재개발원에 '스토킹대응역량향상과정'이 신설되었다. 본 연구에서는 스토킹대응역량향상과정의 운영 현황을 분석하고, 현장 직무역량 강화에 필요한 교육목표, 교수기법, 교과목, 교육과정 개발에 대한 개선 방안을 도출하는 데 목적이 있다.
