Similar to the recent Hamas surprise attack on Israel, this study attempted to suggest a plan for local governments to prepare for North Korea's attack. To this end, through literature analysis, Israel's emergency response system and Hamas' attack characteristics were analyzed, and measures to respond to North Korea's surprise attack threat were examined. As a result of the study, local governments needed to develop an integrated defense cooperation system for a timely response to North Korea's surprise attack, and improvements in the civil defense field for the protection of residents were required. In addition, it was necessary to prepare cognitive warfare response capabilities at the local government level and raise awareness of the importance of emergency preparation work for local government heads. This study is meaningful as a study that suggests improvement and development plans for local governments' emergency preparedness through the lessons of the Israel-Hamas War. Therefore, it will be possible to use it as basic data when local governments prepare national emergency preparations in the future.

본 연구는 최근 하마스가 이스라엘을 기습공격한 방식과 유사하게, 북한의 기습공격시 지자체의 대비 방안을 제시하고자 하였다. 이를 위해 문헌분석을 통해 이스라엘의 비상대응체제와 하마스의 공격 특징 을 분석하고, 북한의 기습공격 위협 대응방안을 살펴보았다. 연구결과 지자체는 북한의 기습공격시 적시적인 대응을 위해 통합방위 정보공유체계 구축과 주민신고체계의 통합 등 통합방위 협조체계의 발전이 필요하고, 주민보호를 위한 민방위분야에 대한 개선이 요구되었다. 아울러 지자체 차원의 인지전 대응능력 구비와 지자체장의 비상대비 업무의 중요성에 대한 인식 제고가 필요하였다. 본 연구는 이스라 엘-하마스 전쟁의 교훈을 통해, 지자체의 비상대비를 위한 개선 및 발전방안을 제시한 연구로서의 의의를 갖는다. 따라서 향후 지자체가 북한의 기습공격과 같은 국가비상사태에 대한 대비책 마련시 기초자료로 활용이 가능할 것이다.
