The aim of this study is to examine the development and use of key disaster safety case management systems in the United States and propose a model for creating a case-based knowledge platform suited to South Korea. The analysis focuses on U.S. systems operated by agencies like FEMA and the GSA, which are designed to share data on disaster occurrences, recovery efforts, and success stories. By reviewing the processes of database development, information gathering, and methods for utilizing and disseminating this data, the study draws insights that can be applied to South Korea’s platform for identifying, managing, and promoting exemplary disaster safety cases. The findings suggest that Korea needs more effective strategies for discovering, managing, and leveraging best practices in disaster safety. This study aims to offer a forward-looking strategy for adapting the successful U.S. disaster safety case management systems to the Korean context, thereby enhancing the effectiveness of disaster safety policies and supporting the creation of a structured knowledge and information management platform.

본 연구의 목적은 미국의 주요 재난안전 모범사례 관리체계 구축과 활용의 전반적인 과정을 분석하여 한국의 상황에 맞는 부합하는 사례 중심의 지식정보 플랫폼 구축 방향을 제시하는 것이다. 이에 미국의 연방 재난관리청(FEMA)과 연방총무청(GSA) 등에서 운영하는 재난안전 사례관리 시스템을 중심으로 재난 발생 현황, 복구 과정, 성공사례를 공유하는 관리체계를 중점적으로 살펴보았다. 이를 통해 데이터 베이스 구축과정과 정보수집, 활용 및 확산 방법을 파악하고, 한국의 스토리 중심의 재난안전 우수사례 발굴 및 관리, 활용 플랫폼에 적용할 수 있는 시사점을 도출하였다. 연구 결과, 한국에서는 재난안전 분야에서 우수사례 발굴, 관리, 홍보 및 활용에 있어 실효성 있는 변화가 필요함을 확인하였다. 본 연구는 미국의 성공적인 재난안전 모범사례 관리 시스템을 한국에 적용할 수 있는 방안을 선험적으로 제시함으 로써, 재난안전 정책의 실효성을 높이고 체계적인 정보 및 지식 관리 플랫폼 구축에 기여하고자 한다.
