This study started with a policy problem according to the local talent recruitment system implemented in January 2018 by applying Herweg's modified multiple streams model (MSF) that expanded explanatory power by modifying the existing multiple streams model (MSF), and eventually analyzed the process of designating Daejeon and Chungnam as innovative cities. As a result of the research analysis, it was confirmed that the characteristic factors that appear in the formation of policy agendas and policy decision-making can have applicability and explanatory power through the analysis elements of the modified multi-streams model (MSF). In particular, this study analyzed the elements of policy issues, policy alternatives, and political streams according to agenda formation and decision-making time, and by separating and applying the elements of policy leaders and political leaders, which have not been very interested in domestic and previous studies, it was confirmed that political leaders presented in the existing MSF model are of practical value that can complement these areas and expand explanatory power. Therefore, through these analysis results, it was suggested that perspective and discussion on policy leaders presented in the existing MSF model need to be expanded, and at the same time, policy implications were presented.

본 연구는 기존의 다중흐름모형(MSF)을 수정하여 설명력을 확장한 Herweg의 수정된 다 중흐름모형(MSF)을 적용하여 2018년 1월에 시행된 지역인재 채용 제도에 따른 정책문제로 시작해 이를 해결해 나가는 과정에서 대전과 충남이 혁신도시로 추가 지정되는 과정을 사 례중심적으로 분석하였다. 연구분석 결과 정책의제 형성과 정책 의사결정에서 나타나는 특 징적 요소는 수정된 다중흐름모형(MSF)의 분석 요소를 통해 적용성과 설명력을 가질 수 있다는 것을 확인하였다. 특히 본 연구는 분석 요소인 정책문제의 흐름, 정책대안의 흐름, 정치의 흐름에 대한 요소를 의제형성과 의사결정 시점에 따라 분석하였고, 그동안 국내연 구와 선행연구에서 관심을 크게 두지 않았던 정책선도가와 정치선도가의 요소를 구분 적 용함으로써 기존 MSF 모형에서 제시하는 정책선도가의 관점과 한계성을 조명하는 동시에 정치선도가가 이러한 부분을 보완해주며 설명력을 확장해 줄 수 있는 실익적 가치를 가진 존재라는 것을 확인하였다. 따라서 이러한 분석 결과를 통해 기존 MSF 모형에서 제시하는 정책선도가에 대한 관점과 논의가 확장될 필요가 있음을 제언하는 동시에 정책 사례의 분 석을 통한 정책적 함의를 제시한다.
