Niger is a transit country for migrants attempting to reach Libya to cross the Mediterranean. It is also a country where many refugees arrive due to civil wars and terrorism in neighboring countries. It is noted that during Gaddafi's regime, Libya acted as Europe’s "coast guard." But since his fall, Niger has become the new "border guard" for the European Union. Specifically, Agadez, located in northern Niger, has become a key gateway for migrants crossing the Sahara. This study aims to examine Niger's growing role in migration due to the chaotic situation in Libya following Gaddafi's fall. We will also examine the impact of the 2015 legislation implemented between the European Union and Niger on Nigerien society as a whole. Furthermore, we will analyze the social changes following the July 2023 coup d'état in Niger, which led to the establishment of a new military government.

니제르는 서아프리카에서 지중해의 아프리카 연안 국가인 리비아로 가기 위한 환승국가 역 할을 해오고 있으며 동시에 인접국에서 내전과 테러로 인해 많은 난민이 유입되는 곳이기도 하다. 가다 피 정권이 무너진 이후 리비아가 더 이상 유럽의 국경 역할을 하지 못함에 따라 유럽연합은 그 역할을 니제르에게 부과함으로써 사실상 니제르가 리비아 대신 유럽의 국경 수비대 역할을 맡고 있는 셈이다. 특히 니제르 북부의 아가데즈(Agadez)는 사하라사막으로 들어가는 관문으로 예전부터 무역중심지 역 할을 하고 있는 곳이어서 주요 이주 경로라 할 수 있다. 본 연구에서는 ‘아랍의 봄’ 이후 리비아의 가다 피 정권이 무너지면서 극도의 혼란에 빠진 리비아의 상황으로 인해 이주 문제와 관련해서 점점 그 역할 이 커지고 있는 니제르에 대해 살펴보고자 한다. 유럽연합과 니제르 간 맺은 2015년 법령 시행이 니제르의 사회 전반에 어떤 영향을 미쳤는지 알아보 고 더 나아가 2023년 7월 니제르에서 발발한 쿠데타로 새로운 군부 정부가 들어섬에 따라 사회 전반에 어떤 변화가 일어나고 있는지 살펴보기로 하겠다.
