In a modern welfare state, the boundaries of local authorities transcend mere administrative lines, serving as a foundational aspect of community identity and social cohesion. They also play a crucial role in ensuring the efficient and equitable provision of public services. Accordingly, boundary changes represent not just a physical alteration of borders but a significant administrative and policy decision process impacting community identity and residents' lives. For these reasons, boundary changes often become the subject of substantial legal disputes. This study examines the procedures and standards for boundary changes under the UK local government system. It first outlines the significance and function of boundary changes within the UK’s local governance structure and then examines the roles and authorities of major responsible institutions. Subsequently, it provides a detailed analysis of the procedures and legal principles underpinning boundary changes in the UK, particularly focusing on how such changes incorporate public input and ensure administrative efficiency. By exploring the fundamental principles and evaluative factors applied in boundary alteration processes, the study discusses how boundary changes in the UK accommodate residents’ interests, reflect community identity, and adjust accessibility to public services. Based on an analysis of the UK case, the study proposes implications for the boundary change mechanisms in local governments in South Korea. It emphasises the need to approach boundary adjustments not as a means for dispute resolution but as a collaborative and specialised policy-making process. Furthermore, it advocates for the establishment of independent, specialised institutions to ensure boundary changes are founded upon democratic legitimacy and expertise, underscoring the necessity for legal principles and evaluative factors that enhance predictability and transparency in boundary change procedures.

현대 복지국가에서 지방자치단체의 경계는 단순한 행정 구역을 넘어 지역 주민의 정체성과 사회적 연대 형성에 핵심적인 역할을 하며, 행정 서비스의 효율성과 공정한 접근성을 보장하는 기반으로 기능한다. 따라 서 경계 변경은 물리적 경계의 변화를 넘어 지역사회의 정체성과 주민삶에 영향을 미치는 중요한 행정적 정책 결정 과정으로 볼 수 있다. 이 러한 이유로 경계 변경은 중요한 법적 분쟁의 대상이 되기도 한다. 본 연구는 이 점을 고려하여 영국 지방자치제 아래에서 경계 변경 절 차와 기준을 살펴보고자 한다. 우선 영국 지방자치제도에서 경계 변경이 가지는 의미와 기능을 개괄하고, 주요 책임 기관의 역할과 권한을 검토 한다. 이후, 영국의 경계 변경 절차와 법적 원칙을 구체적으로 분석하여, 지역 주민의 의견 수렴과 행정적 효율성 보장 측면에서 경계 변경이 어 떻게 수행되는지 살펴본다. 특히 경계 변경 과정에서 적용되는 기본 원 칙과 판단 요소를 탐구하여, 영국에서 경계 변경이 주민의 이해와 지역 사회의 정체성을 반영하고 공공 서비스 접근성을 어떻게 조정하는지를 논의한다. 영국 사례 분석을 바탕으로, 한국 지방자치단체의 경계 변경 제도에 대 한 시사점을 제시한다. 이를 위해 경계 변경 절차를 분쟁 해결이 아닌 협 력적이고 전문화된 정책 결정 과정으로 인식하는 접근이 필요함을 강조한 다. 아울러, 민주적 정당성과 전문성에 기초한 경계 변경이 가능하도록 독립적이고 전문화된 기구 설립과 경계 변경 절차의 예측 가능성과 투명 성을 높이기 위한 법적 원칙과 판단 요소가 필요하다는 점을 주장한다.
