The purpose of this study was to examine the changes in the 4th industrial age and non-face-to-face changes after COVID-19, and to propose a new startup ecosystem for the start-up of the disabled through this. The detailed research contents to achieve the research purpose are as follows. First, the status and problems of start-ups for the disabled were diagnosed, second, technological changes and changes in start-ups and working methods were analyzed, and third, occupations suitable for the disabled were analyzed. To this end, the necessary functions for each job presented in the Korean Occupational Dictionary were analyzed to analyze the jobs that can be performed regardless of the physical condition of the disabled. More than 90% of startups for the disabled were centered on small business startups in the form of consumer goods, not technology startups based on technology. As a result, there were problems such as lack of response to technological change and being greatly affected by economic conditions. The new changes in the start-up market include the fact that the business deterioration of small businesses is rapidly increasing after the Corona 19 crisis, the rate of closure of small businesses in Korea is increasing after the Corona 19 crisis, the fact that non-face-to-face and digitalization of small businesses is being promoted, and technology start-ups It was significant in that the support for small business owners was changing mainly. In terms of working methods, new digital-oriented communication is increasing, and it was positive that, in particular, in the case of physical disabilities, non-face-to-face, digital communication was possible regardless of the presence or absence of a disability. Finally, for occupations suitable for the disabled, occupations that do not require physical ability were derived based on the Korean Occupational Dictionary, and as a result, 1,419 occupations were derived. The conclusions of this study are as follows. First, to reflect future new technologies, it is necessary to select a startup field that reflects various new technologies such as the 4th industrial revolution and AI and big data. Second, it is necessary to select non-face-to-face service-based startup items. Third, it is necessary to guide so that support for start-ups can continue after support for strengthening technological capabilities. Finally, it is necessary to approach by segmenting the types of failures. Lastly, as suggestions through this study, first, strengthening the link between the center and other ministries, second, the need to distinguish between small business support and start-up support, and third, classification of start-up occupations by type of disability were presented.

이 연구의 목적은 4차 산업시대의 기술 변화, 코로나 19 이후 비대면 등의 변화 양상을 살펴보고 이를 통해 장애인 창업이 나아가야 할 새로 운 창업 생태계를 제안하는 데 있었다. 연구목적을 달성하기 위한 세부 연구 내용은 다음과 같다. 첫째, 장애인 창업의 현황과 문제점을 진단하 였고, 둘째, 기술 변화와 창업 및 일하는 방식의 변화를 분석하였으며, 셋째, 장애인 적합 직종을 분석한다. 이를 위해 한국직업사전에 제시된 직업별 필요 기능을 분석하여 장애인의 신체적 조건에 관계없이 수행이 가능한 직업을 분석하였다. 장애인 창업의 90% 이상은 기술력에 기반한 기술창업이 아닌 소비재 형태의 소상공인 창업 중심이었다. 이로인해 기술변화에 따른 대응 부 족, 경제상황 등에 따라 영향을 크게 받는 등의 문제가 있었다. 창업시장의 새로운 변화는 코로나 19 사태 이후 소상공인의 경영악화가 급속도 로 증가하고 있다는 점, 코로나 19 사태 이후 국내 소상공인의 폐업률이 증가하고 있다는 점, 소상공인의 비대면·디지털화를 추진하고 있다는 점, 기술창업 중심으로 소상공인 지원이 변화하고 있다는 점 등이 의의가 있었다. 일하는 방식에 있어서는 새로운 디지털 중심의 커뮤니케이션 이 증가하고 있으며, 이를 통해 특히 지체장애의 경우 장애 유무와 관계 없이 비대면, 디지털 형태의 커뮤니케이션이 가능할 수 있다는 점이 긍 정적이었다. 마지막으로 장애인 적합 직종은 한국직업사전을 바탕으로 신체능력이 필요하지 않은 직업을 도출하였으며, 그 결과 1,419개 직업 이 도출되었다. 이 연구를 통한 결론은 다음과 같다. 첫째, 미래 신기술 반영은 4차산업혁명, AI·빅데이터 등 다양한 신기술을 반영한 창업분야 선정이 필요 하다. 둘째, 비대면 서비스 기반 창업 아이템 선정이 필요하다. 셋째, 기술역량 강화 지원 이후 창업지원이 이어질 수 있도록 안내할 필요가 있 다. 마지막으로 장애 유형을 세분화하여 접근할 필요가 있다. 마지막으로 이 연구를 통한 제언으로는 첫째, 센터와 타부처간 연계 강화, 둘째, 소상공인 지원과 창업지원의 구분 필요, 셋째, 장애유형별 창업 직종 구분 등을 제시하였다.
