As of 2022, approximately 904 buried cultural properties have been relocated and preserved for purposes such as academic research, exhibition, and education. However, over the past 30 years, skepticism regarding these preservation decisions has increased. This indicates the need to reassess systematic conservation management, facility maintenance, accessibility, utilization aspects, and institutional frameworks. This study examines 25 relocated and preserved buried cultural properties in Gyeongsangbuk-do, aiming to propose preservation and utilization strategies, as well as areas for improvement. The investigation identified issues such as reflection and contamination of tempered glass, absence of climate control facilities, and deterioration and disharmony of protective structures. To address these, we recommend reinstallation of tempered glass, establishment of open protective facilities to strengthen maintenance systems, design of eco-friendly protective structures enabling nighttime viewing, and formulation of policies for conservation management. Implementing these improvements is expected to enhance the value of conserved heritage sites and public historical awareness.

매장유산의 이전보존은 2022년 기준 약 904건으로 학술연구, 전시, 교육 등의 목적으로 활용하기 위해 보존조치가 이루어져 왔으나 30여 년이 지난 현시점에서 보존조치 결정에 대해 회의적인 시각이 증가하고 있는 것이 현실이다. 이는 보존조치 후 체계적인 보존관리와 시설의 보수, 접근성 및 활용적 측면과 제도적 장치의 개선 등을 재검토할 시점이 되었음을 보여주는 것으로 판단된다. 이에 본 연구에서는 경상북도 지역에 이전보존된 25건의 매장유산에 대한 현황조사와 실사를 통해 보존 및 활용방안, 개선해야 할 부분을 제시해 보고자 하였다. 조사 결과 강화유리 반사 및 오염, 항온항습 시설의 부재, 보호시설 노후화 및 부조화의 문제점을 확인할 수 있었으며, 이에 대한 대안으로 강화유리의 재시공, 유지관리 체계 강화를 위한 개방 형 보호시설 구축, 야간 관람이 가능한 환경친화적 보호시설 설계, 보존관리를 위한 정책 마련 을 제언하였다. 이와 같은 개선 방안이 적용된다면 보존유적의 가치와 역사 인식을 높일 수 있는 계기를 마련할 수 있을 것으로 기대한다.
