Firefighting facilities must be activated promptly in the event of a fire. However, non-fire alarms often occur in situations that are not a fire or are similar to a fire, and the detector recognizes the situation as a fire and activates the alarm. This is sometimes done by intentionally cutting off firefighting facilities, as is known as the cause of the Kupang Logistics Center fire and the Cheonan Apartment parking lot fire. Then, when a fire report is received by a fire department due to a non-fire report and the fire department is dispatched to the scene, if a fire actually breaks out elsewhere, the immediate response may be delayed, resulting in greater damage to the public. This can reduce confidence in firefighting facilities. Therefore, this paper sets the direction for research on non-fire compensation reduction measures. I looked at non-fire alarm related systems in Korea and overseas. It has been found that, unlike in Korea, non-fire alarm related systems and testing standard systems have been actively promoted in developed countries overseas. In order to reduce the number of non-fire alarms in the country, it will be necessary to develop a non-fire alarm classification system, standards for smoke detector sensitivity testing, and related guidelines.

소방시설은 화재 발생 시 신속하게 작동하여야 하지만 화재가 아닌 상황이나 화재와 유사한 상황에 서 감지기가 이를 화재로 인식하여 작동하는 비화재보가 수시로 발생한다면, 쿠팡 물류센터 화재와 천 안 아파트 주차장 화재와 같이 고의로 소방시설을 차단하는 일이 발생할 수 있고, 소방관서로 화재 신 고가 접수되면 비화재보로 현장에 출동하게 되었을 때 실제 다른 곳에서 화재가 발생하면 즉각 대응이 늦어져 국민의 피해와 더불어 소방시설에 대한 신뢰가 저하될 수 있다. 이에 본 논문에서는 비화재보 저감방안 연구의 방향성을 설정하고 국내외의 비화재보 관련 제도를 살펴보았다. 국내와 달리 해외 선 진국에서는 비화재보 관련 시스템 및 시험기준 제도가 활발히 진행된 것을 알 수 있었다. 국내의 비화 재보 저감을 위해서는 비화재보 분류체계 및 연기감지기 감도 시험에 관한 기준과 관련한 가이드라인 개발이 필요할 것이다.
