With over 90% of Korean companies’ overseas construction orders relying on a contract-based model, devising strategies to expand investment development-type projects that generate high added value is an urgent task. This study aims to establish a model of joint investment development projects involving Korean and Japanese companies by analyzing existing cases and forecasting future trends. The findings confirm that third-country investment development projects between Korea and Japan have become entrenched in the power generation sector, primarily focusing on coal-fired power plants, with Korean power companies and Japanese trading companies collaborating closely. However, to align with the global decarbonization trend, the necessity to transition from the traditional coal-based cooperation model is becoming increasingly evident. In this context, the 2022 UAE Abu Dhabi project stands out as a noteworthy example of Korea-Japan cooperation in a new area, focusing on HVDC submarine cable system.

한국 기업의 해외 건설 수주가 90% 이상 도급 방식에 의존하는 상황에서, 고부가가치를 창출하는 투자개발형 수주 확대를 위한 방안 마련은 시급하다. 본 연구는 한국과 일본 기업이 공동 참여하는 투자개발사업을 하나의 모델로 정립하기 위해 기존 사례를 분석하고 추이를 전망하였다. 이를통해 한일 간 제3국 투자개발사업이 석탄화력을 중심으로 한 발전 부문에서 한국 발전 공기업과일본 종합상사의 협력 형태로 정착되었음을 확인하였다. 그러나 탈탄소 시대에 대응해 기존 석탄화력 중심의 협력 모델을 대체할 필요성이 부각되고 있다. 이러한 맥락에서 2022년 UAE 아부다비 프로젝트는 초고압 직류 해저 송배전이라는 새로운 영역에서 이루어진 한일 협력의 사례로 주목할만하다.

韓国企業の海外建設受注が90%以上請負方式に依存している現状において、高付加価値を創出する投資開発型受注の拡大に向けた方策の策定は急務だ。本研究では、韓国と日本の企業が共同で参加する投資開発事業を一つのモデルとして確立するため、既存の事例を分析し、その推移を展望した。これにより、韓日間の第3国投資開発事業が石炭火力を中心とした発電部門において、韓国の発電公企業と日本の総合商社の協力形態として定着していることを確認した。しかし、脱炭素時代に対応するためには、従来の石炭火力中心の協力モデルを代替する必要性が浮き彫りになっている。。このような文脈の中で、2022年のUAEアブダビプロジェクトは、海底送配電という新しい分野で行われた韓日協力の事例として注目に値する。
