This study sought to improve the disaster management system to efficiently respond to natural disasters by reviewing the “Flood and Storm Damage” Field Action Manual for responding to wind and flood damage, the most common natural disaster in Chungcheongnam-do, as the need to review the natural disaster management system has emerged as the frequency and damage of natural disasters increase due to rapid climate change and global warming. The field action manual clearly describes the duties and roles of the command and response departments at each stage of disaster response, designates the responsible departments according to their collaborative functions, and specifies the collaborative tasks of relevant organizations. In addition, it enables rapid information sharing by establishing response procedures according to the development of the disaster and an emergency contact network of the agencies and persons in charge to carry out their duties at each stage. Therefore, in order to improve the management system for efficient natural disaster response, it is necessary to cultivate the capabilities required to perform the duties and roles specified in the manual through training and expansion of professional personnel before systematically improving the manual. It also suggested that it is necessary to seek ways to minimize damage by preventing and preparing for natural disasters by identifying and eliminating natural disaster risk factors through a thorough inspection system for the natural disaster prevention projects currently being carried out.

본 연구는 급격한 기후변화 및 지구온난화로 자연재난 발생 빈도 및 피해규모가 증가함에 따라 자연재난관리 체계의 재검토 필요성이 대두됨에 따라 충청남도에서 가장 많이 발생하는 자연재난인 풍수해의 대응을 위한 ｢풍수해｣ 현장조치 행동매뉴얼의 검토를 통해 자연재난을 효율적으로 대응하기 위한 재난관리체계의 개선방 안을 모색하였다. 현장조치 행동매뉴얼은 재난대응 단계에 대한 지휘부와 대응부서의 임무와 역할을 명확하 게 기재하고 있으며, 협업기능에 따라 책임부서를 지정하고, 유관기관의 협업업무를 구체적으로 기재하고 있다. 또한 재난의 전개 양상에 따른 대응 절차와 각 단계에서 임무를 수행할 기관 및 담당자의 비상연락망 구축을 통해 신속한 정보공유를 가능케 하고 있으며, 재난의 전개 양상에 따른 대응 절차와 각 단계에서 임무를 수행할 기관 및 담당자의 비상연락망 구축을 통해 신속한 정보공유를 가능케 하고 있다. 따라서 효율적인 자연재난 대응을 위한 관리체계의 개선을 위해서는 매뉴얼의 체계적 개선에 앞서 교육훈련 및 전문인력의 확충을 통해 매뉴얼에 명시된 임무와 역할을 숙지하고 이를 행하는데 필요한 역량을 배양하는 것이 필요하며, 현재 수행중인 자연재해 예방사업의 철저한 점검체계를 마련을 통하여 자연재난위험요인을 발굴 및 해소를 통한 자연재해 예방 및 대비를 통한 피해 최소화 방안을 모색하는 것도 필요함을 제시하였다.
