This study structurally and systematically analyzes the entire process of disaster relief activities. In order to be evaluated as a successful disaster relief activity, it greatly depends on the initial human and material resource input and activities. Therefore, this study aims to identify what requirements must be met for initial relief activities in the private sector to be evaluated as successful disaster relief. To achieve the research purpose, the following qualitative research methods were used. First, domestic and foreign literature was reviewed to investigate and analyze the process of disaster relief by private resources. Second, various statistical data were cited and investigated to identify and analyze problems in Korea's disaster management stages and management systems. Third, the support system was investigated through the status of the disaster safety network of private organizations. Although it is regrettable that quantitative statistical analysis of the national disaster situation was not used, it is meaningful in that it analyzed the importance of private resources in the disaster management operation system and suggested ways to activate it through various research papers and data.

본 연구는 재난구호 활동 전 과정을 구조적 체계적으로 분석해 볼 때, 성공적인 재난구호 활동으로 평가되기 위해서는 특히 초기 인적⋅물적 자원의 투입과 활동에 따라 크게 달라진다. 이에 민간영역에서 초기구호 활동에 있어서 어떠한 요건들이 이루어졌을 때 성공적 재난구호로 평가될 수 있는지를 파악하고자 하는 연구이다. 연구목적을 달성하기 위해서 다음과 같은 질적 연구방법을 활용하였다. 첫째, 국내⋅외 문헌을 고찰하여 민간자원의 재난구호에 대한 과정을 조사⋅분석하였다. 둘째, 각종 통계자료를 인용하고 조사하여 우리나라의 재난관리 단계와 관리체계에 대해 문제점을 파악하고 분석하였다. 셋째, 민간단체의 재난안전 네트워크 실태를 통한 지원체계를 조사하였다. 그동안의 국가의 재난 상황을 양적 통계분석을 사용하지 못한점이 아쉽기는 하지만 다양한 연구 논문과 자료를 등을 통해 재난관리 운영체계엇서의 민간자원의 중요 성에 대해 분석하고 이에 대한 활성화 방안을 제시하였다는 점에서 의의를 찾을 수 있다고 본다.
