This study aimed to seek a desirable political plan for the reality of Korea by analyzing the process of discussion, main contents and posterior development of U.S and Canada which is considered a representative case that expanded the scope of legalization of sports gambling. As a result of analysis, this study found that U.S and Canada have experienced a constant economic effect such as increase in internal revenue through the secure of a new tax revenue and effect of public reinvestment indebted to the foregoing. As the reverse side in exchange for the aforementioned, however, result shows that it is causing various social side effects such as increase in young adult population participating in sports gambling, growth of gambling addicts, collapse of household economy, increase in population who experience mental problems, consistent rise in new demand caused by the flood of gambling advertisements etc. While a growing trend of illegal gambling industry and increase of the number of gambling addicts is serious, it is still lacking in budget and overall infrastructure for tackling gambling addiction, so if Korea expands the scope of sports gambling legalization, it is expected to be confronted with personal and social loss that are far greater than economic effect we can expect through legalization. Thus, it is considered that Korea needs to focus on the strategy to control resurgent illegal sports gambling rather than expanding the scope of legal sports gambling. Especially, it would be more desirable to control new demand of youth for gambling through the control of the method of influx such as a massive crackdown and control against online gambling market such as illegal gambling websites that are considered a major hotspot and profit source of illegal sports gambling. It is also necessary to prevent gambling addiction and implement rehabilitation and treatment policy for gambling addicts by expanding relevant budget and infrastructure for prediction and treatment of gambling addiction.

이 연구에서는 스포츠 도박의 합법화 범위를 확대한 대표적 사례라 할 수 있는 미국과 캐나다의 논의 과정과 주요 내용, 이후의 전개 양상을 분석하여 우리나라의 현실에 맞는 바람 직한 정책적 방안을 모색하고자 하였다. 연구결과 미국과 캐나다에서는 새로운 세수 확보를 통한 조세 수입의 증가, 이로 인한 공익적 재투자의 효과 등 일정한 경제적 효과가 나타나고 있는 것으로 분석되었다. 그러나 이에 대한 반대급부로 스포츠 도박에 대한 청소년 참여 인 구의 증가와 도박 중독자 양산, 가계 경제의 붕괴, 정신적 문제를 경험하는 인구의 증가, 온 라인 도박 광고의 범람으로 인한 신규 수요의 지속적 증가 등 다양한 사회적 부작용을 야기 하고 있는 것으로 나타났다. 따라서 최근 불법 도박 산업의 성장세와 도박중독자의 증가세가 심각한 반면 여전히 도박중독 억제를 위한 관련 예산과 제반 인프라가 현저히 부족한 우리나 라에서는 스포츠 도박 합법화의 범위를 확대할 경우 그것을 통해 기대할 수 있는 경제적 효 과보다 월등히 큰 개인적, 사회적 손실에 직면할 가능성이 높을 것으로 우려된다. 이에 우리 나라에서는 합법적인 스포츠 도박의 범위를 확대하기보다는 오히려 최근 기승을 부리고 있는 불법 스포츠 도박을 강력하게 통제하는 전략에 더욱 주안점을 두어야 할 것으로 보인다. 특 히, 무엇보다 불법 스포츠 도박의 주요 거점이자 수익원이라 할 수 있는 불법 도박사이트와 같은 온라인 도박 시장에 대한 대대적인 단속과 통제, 도박광고 등 유입수단에 대한 억제를 통해 청소년 등의 신규 유입 수요를 억제하는 것이 더욱 바람직할 것이다. 또한 도박 중독의 예방과 치료를 위한 관련 예산과 제반 인프라를 확충하여 도박 중독을 예방하도록 하고 도박 중독자들에 대한 재활과 치료정책이 보다 적극적으로 추진되도록 해야 할 것이다.
