The Current Status of Foreign Worker Employment and Policy Challenges

(Purpose) The purpose of this study is to analyze the current state of foreign worker employment by utilizing data from the Employment Insurance database. The study aims to conduct an empirical analysis of the employment status of foreign workers over the past five years and derive relevant policy tasks based on this data. (Research methods) The subjects of this study are foreign workers who were subject to mandatory enrollment in the Employment Insurance system from 2019 to 2023, as well as the workplaces employing foreign workers. The analysis is presented using the monthly average data over the five-year period. (Findings) Workplace Distribution: The overall number of workplaces employing foreign workers decreased from 2019 to 2021, likely due to the impact of COVID-19. However, starting in 2022, the number of such workplaces has shown an upward trend. Foreign Worker Distribution: The majority of foreign workers (approximately 90%) are male, while females account for around 10%, a much smaller proportion. Regional Distribution of Foreign Workers: Gyeonggi Province has the largest concentration of foreign workers, accounting for over 40%, followed by Gyeongsangnam-do and Chungcheongnam-do as of 2023. (Conclusion and recommendations) In regions with a manufacturing-based economy, the number of foreign workers employed in manufacturing industries is notably high. These workers are primarily male, aged 20 to 49, and there is a growing trend towards higher educational attainment. Therefore, policies should be designed with consideration of age groups and educational backgrounds. Moreover, it is necessary to develop foreign worker policies that take into account the characteristics of key industries in each region.
