In this study, the legal, administrative, finanial issues of the current South Korean Volunteer Firefighter are revealed through analysis of the real apsect of the current, and also includes proposal for the further development. To achieve the goal of the study, Various source of information were reviewed, includes thhe internal and global advanced research papers, investigation research reports, Political database, statistical data from National statistical office, and National Fire department and also internet documents. In this study, with research methodological approach, the legal, administrative, financial issues of the current South Korean Volunteer Firefighter are reviewed like below. First, for the development of the Volunteer Firefighter in terms of legal side, the current description on the objective and mission in 『 The law for the installation and operation of the volunteer firefighter 』 has to be revised from ‘Assistance of the firefighting’ to ‘Support and cooperation of firefighting’ to make Volunteer Firefighter operate the mission voluntary and independent, not passive and other-directed. Also, addition of Volunteer firefighter’ activity log and advertisement on the Website of the national fire department and the local fire defense is needed, to induce national interests and participation. Second, in terms of administrative side, understanding of the volunteer firefighter, has to be helpful safety guardian of the local society especially assistance for the local firefighting, and prevention of disaster, not just a volunteer. Finally, in terms of financial side, the wage and pension can be provided for who serviced for specific days monthly, separately to the extra pay that for dispatch, education, training and promotion activity, to induce continuous participation by satisfying volunteer firefighter not only with mental satisfaction but also economical reward. Firefighting has the higher possibility of injury compare to any other volunteering. To relieve this mental burden, the government has to introduce the political insurance for the volunteer firefighter.

본 연구는 우리나라 의용소방대의 운영실태를 분석하고, 이를 토대로 하여 의용소방대 운영의 법적, 행정적, 재정적 측면의 문제점과 발전방안을 제시하였다. 이러한 연구목적을 달성하기 위하여 국내외의 선행연구논문, 연구조사보고서, 각종 정책자료집, 통계청과 소방청의 통계자료, 인터넷 자료 등의 문헌연구를 실시하였다. 본 연구에서는 이러한 연구방법론을 통하여 우리나라 의용소방대의 발전방안을 법적, 행정적, 재정적 측면에서 다음과 같이 도출하였다. 첫째, 의용소방대의 법적 측면에서의 발전방안으로 현행 『의용소방대 설치 및 운영에 관한 법률』의 목적과 임무를 ‘소방업무의 보조’에서 ‘소방업무의 지원 및 협력’으로 개정하여 의용소방대의 역 할을 수동적․타율적 활동에서 자발적․주체적으로 임무를 수행할 수 있도록 한다.1) 또한, 소방청과 지역소방본부의 홈페이지에 의용소방대에 대한 활동이나 홍보내용을 탑재하여 국민적 관심과 참여를 촉진하는 것 또한 필요하다. 둘째, 의용소방대의 행정적 측면에서의 발전방안으로 의용소방대를 자원봉사자의 성격보다는 소방력 보조자, 지역방재의 지도자로 소방업무를 적극적으로 돕고 있는 ‘지역사회 안전지킴이’라는 공감대를 형성하도록 한다. 셋째, 의용소방대의 재정적 측면에서의 발전방안으로 출동 또는 교육․훈련 및 홍보활동에 대한 수당 이 외에 매월 일정한 일수를 근무하였을 때 보수 및 퇴직금을 지급함으로써 심리적 만족뿐만 아니라 경제적 보상을 통해 지속적인 참여를 유도한다. 소방활동은 다른 봉사활동 영역보다 부상이나 상해의 위험이 매우 높다. 이러한 심리적 부담을 경감하기 위해 정부가 의용소방대원을 위한 정책성 보험을 도입해야 한다.
