The efficient utilization of public property has become increasingly important for securing local finances and revitalizing the regional economy due to the recent economic downturn and the growing demand for social welfare. This study aims to analyze the public property management system of local governments, with a focus on Suwon City, and to propose measures to enhance its efficiency. To this end, the management system of Suwon City was examined by categorizing it into the management organization, planning and deliberation system, operational system, and information management system. The analysis revealed that Suwon City has a smaller workforce in its management organization compared to other local governments, and the effectiveness of the public property management plan and deliberation system is lacking. Additionally, the reliance on private contracts for sales and the absence of proactive management have limited revenue generation. Furthermore, shortcomings in the actual state surveys, follow-up actions, and inefficiencies in the public property information system have been identified as key issues. To address these problems, the study proposes several improvement measures, including strengthening the functions of the public property management organization, enhancing the professionalism of the management personnel, ensuring the effectiveness of the public property management plan and deliberation system, reinforcing proactive management to increase profitability, and improving the state survey and public property system.

최근 경제여건 악화와 사회복지 수요의 증가로 인해 지방재정 확보와 지역경제 활성화를 위한 공유 재산의 효율적 활용이 중요해지고 있다. 본 연구는 수원시를 중심으로 지방자치단체의 공유재산 관리 체계를 분석하고, 그 효율성을 제고하기 위한 방안을 제시하는 것을 목적으로 한다. 이를 위해 공유재 산 관리조직, 계획 및 심의체계, 운영체계, 정보관리체계로 구분하여 수원시의 관리체계를 조사하였다. 분석 결과, 수원시는 타 지방자치단체에 비해 관리조직의 인력 규모가 작으며, 공유재산관리계획과 심 의회의 실효성이 미흡하고, 수의계약 위주의 매각방식과 관리의 부재로 인해 수익 창출이 제한되고 있 었다. 또한 실태조사와 사후조치의 미비, 그리고 공유재산정보시스템의 비효율성으로 관리 체계에 문 제점이 있는 것으로 나타났다. 이러한 문제점을 해결하기 위해 본 연구에서는 공유재산 관리 전담조직 의 기능강화 및 관리인력의 전문성 확보, 공유재산관리계획 수립 및 공유재산심의회 운영의 실효성 확 보, 수익성 제고를 위한 적극적 공유재산 관리 강화, 실태조사 및 공유재산시시템의 개선 등의 개선방 안을 제시하였다.
