Digital sex crimes have surged alongside technological advancements, posing significant threats to individual rights and psychological well-being. This study aims to thoroughly analyze the issues within service delivery systems supporting victims of digital sex crimes and propose effective strategies for improvement. Adopting a collaborative governance perspective, the study discusses the characteristics of digital sex crimes as a policy challenge and investigates the state of collaboration and limitations among relevant agencies. The study further explores the necessity of restructuring governance systems and increasing resource allocation to achieve an integrated and sustainable development of victim support service delivery systems.

사회의 디지털 전환이 가속화되면서 디지털 성범죄가 급격히 증가하여 개인의 인권 침해와 심리적 트라우마를 유발하고 있다. 본 연구의 목적은 디지털 성범죄 피해자 지원 서비스 전달체계의 현황 및 문제점을 심층적으로 분석하고 개선 방안을 제시하는데 있다. 이를 위해 협력적 거버넌스의 관점에서 정책난제로서의 디지털 성범죄의 특성을 분석하고, 서비스 전달 과정에서 유관기관들 간의 협업 실태 를 조사하였다. 연구 결과 협업체제의 구조적 제약과 자원 부족, 협업과정에서 정보 공유의 미흡, 실효 성 있는 표준 매뉴얼의 부재, 교육훈련의 접근성의 한계, 중앙부처 주요 기관들과 지자체 서비스 전달 기관들 간의 경쟁의식에 따른 협업 부족 등의 문제점들이 발견되었다. 이러한 문제들을 해결하기 위해 디지털 성범죄 피해자 지원 협업 거버넌스 체제의 개선 방안과 중장기 개편 방향을 제시하였다.
