This study analyzes the influence of government and regional factors on citizens’ life satisfaction and the moderating effect of social fairness and meritocracy in this relationship, considering the situation where life satisfaction is considered an important value for citizens. As a result of the analysis, in the case of the independent variable government factor, responsiveness had a significant positive effect on life satisfaction. In the case of regional factors, social safety, safety of the region (city, county, and district), safety of the neighborhood (town, township, and dong), and sense of belonging to the city and provincial region had a positive effect. Moderating variables, fairness and meritocracy, also had a positive effect on citizens’ life satisfaction. Based on this, policy directions include health promotion and strengthening economic stability, improving the quality of government responsiveness and communication, strengthening community safety and sense of belonging, reestablishing policies based on fairness and meritocracy, and enhancing sense of belonging at the town, township, and dong level.

본 연구는 삶의 만족이 시민들의 중요한 가치로 중시되는 상황을 고려하여, 정부 및 지역 요인들 이 시민들의 삶의 만족에 미치는 영향과 이러한 관계에서 사회적 공정성과 능력주의의 조절효과를 분석하는 것이다. 분석결과, 독립변수인 정부 요인의 경우 대응성이 삶의 만족에 유의미한 정(+)의 영향을 보였다. 지역 요인의 경우, 사회 안전성, 지역(시･군･구)의 안전성, 동네(읍･면･동)의 안전성, 시･도 지역에 대한 소속감이 정(+)의 영향을 미쳤다. 조절변수인 공정성과 능력주의도 시민들의 삶 의 만족에 정(+)의 영향을 미쳤다. 이를 토대로 정책적 방향으로는 건강 증진 및 경제적 안정성 강 화, 정부의 대응성 및 소통의 질 향상, 지역사회 안전성 및 소속감 강화, 공정성과 능력주의 기반 정 책의 재설정, 읍･면･동 단위의 소속감 제고 등이다.
