The Inter-Korea Exchanges and Cooperation Fund is a special fund operated by local governments to promote exchanges and cooperation between North and South Korea and to lay the groundwork for peaceful unification. This fund plays a crucial role in enhancing inter-Korean relations, and as of 2024, it is being utilized by 15 of South Korea’s 17 metropolitan governments. However, prior studies indicate that due to the impact of international relations and the state of inter-Korean relations, local governments have been underutilizing the Inter-Korea Exchanges and Cooperation Fund. In this study, we aim to derive improvements for the utilization of the Inter-Korea Exchanges and Cooperation Fund in Jeonbuk State by comparing and analyzing the general accounts, financial independence levels, fund status, and fund establishment status of the 17 metropolitan governments, as well as their project execution rates. Analysis of the Inter-Korea Exchanges and Cooperation Fund showed that Jeonbuk State has relatively limited general accounts and the lowest financial independence among the provinces. While Jeonbuk State ranks fourth in terms of the size of its Inter-Korea Exchanges and Cooperation Fund among the 17 metropolitan governments, its project execution rate stands at 0%, indicating a need for improvement. Furthermore, the fact that mostly one-time projects are being implemented suggests a lack of sustainable inter-Korea exchanges projects within Jeonbuk State As a result, the study proposes that Jeonbuk State should assess the continuation of the Inter-Korea Exchanges and Cooperation Fund and explore customized inter-Korean cooperation projects tailored to local characteristics. If maintaining the fund is challenging, we also suggest reducing the scale of the fund or opting to hold funds on reserve, offering these as potential solutions to support Jeonbuk's fiscal soundness.

남북교류협력기금은 남북한 간의 교류와 협력을 촉진하고, 평화 통일을 위한 기반을 조성하기 위 해 지방자치단체에서 운영하는 특별 기금으로, 남북 관계의 증진에 중요한 역할을 하고 있다. 2024 년 기준 전국 17개 광역자치단체 중 15개의 광역자치단체에서 남북교류협력기금을 운용하고 있으 나, 국제정세 및 대북관계에 영향을 받아 지방자치단체의 남북교류협력기금의 활용은 부족한 것으 로 선행연구 검토결과 나타났다. 따라서 본 연구에서는 17개 광역자치단체의 일반회계 및 재정자립 도, 기금현황 및 남북교류협력기금의 조성현황과 사업집행률 등을 비교분석하여 전북특별자치도의 남북교류협력기금 활용방안에 대해 개선점을 도출하고자 하였다. 남북교류협력기금을 비교분석한 결과 전북특별자치도의 지방재정현황 중 일반회계규모는 타시도에 비해 부족했으며, 재정자립도는 가장 낮은 것으로 나타났다. 하지만, 남북교류협력기금 조성규모는 17개 광역자치단체 중 4번째로 많았으나, 집행률은 0%로 나타나 개선이 필요한 것으로 나타났으며, 일회성 사업이 주로 추진되고 있어 전북특별자치도의 남북교류 관련 사업이 부실하다는점을 보여주고 있었다. 따라서 남북교류협 력기금의 존속여부에 대한 검토와 지역 특성에 맞는 남북교류 협력 사업을 발굴 및 추진이 필요하 며, 남북교류협력기금의 폐지가 어렵다면 기금의 운용규모를 축소하거나 예치하는 등 전북특별자치 도의 재정건전성 강화를 위한 방안을 제시하였다.
