The purpose of this study is to set priorities between major policies for the introduction of the Affirmative Action system in the education field of local governments in Korea, and to provide drivers for local governments to actively implement them from the most important policies. To this end, major policies and detailed policies related to AA were derived through a review of prior research. In order to have experts prioritize policies, five field and theoretical experts were selected and AHP analysis was performed using the 'I MAKE IT' program. As a result of the analysis, 'Improving Access to Education' was found to be the most important policy for reflecting AA in the relationship between the four major policies in the second layer. In the relationship between the 12 detailed policies in the third layer, the reinforcement of the 'customized scholarship system' included in the 'improving access to education' category turned out to be the detailed policy with the most important priority.

본 연구의 목적은 한국의 지방자치단체의 교육 분야에서 Affirmative Action(AA) 제도 도입을 위한 주요 시책 간 우선순위를 설정하여 가장 중요성이 높은 정책부터 지방자치단체들이 적극적으로 실행 하기 위한 동인을 제공하기 위한 것이다. 이를 위해서 선행 연구 검토를 통해 AA와 관련된 주요 시책 들과 세부 시책들을 도출하였다. 전문가들에게 시책들의 우선순위를 설정하게 하도록 5명의 현장 및 이론 전문가들을 선정하였고 ‘I MAKE IT’ 프로그램을 이용하여 AHP 분석을 수행하였다. 분석 결과 제 2계층에 해당하는 4개의 주요 시책 간 관계에서는 ‘교육 접근성 개선’이 AA의 반영을 위해서 가장 중 요한 우선순위를 가지고 있는 시책으로 판명되었다. 제3계층에 해당되는 12개의 세부 시책 간 관계에 서는 ‘교육 접근성 개선’ 범주에 포함되는 ‘맞춤형 장학금 제도’의 강화가 가장 중요한 우선순위를 가 지는 세부 시책으로 판명되었다.
