This study identified the problems of the dedicated investigator system and suggested ways to improve it. The main issue of the dedicated investigator system was that it was introduced for the purpose of reducing the work of schools such as responsible teachers, but the responsible teachers could not feel the work reduction effect, but rather increased their work due to more incidental work. The direct causes of the ineffectiveness of the dedicated investigator system were the lack of work capability of the investigator, incidental work occurring in the relationship before and after the case investigation, implementation without pilot operation, and lack of legal basis for the investigator's status and investigation authority. To attract professional investigators, the government proposed expanding the scope of support requirements, guaranteeing the status of investigators and preparing a sufficient compensation system, strengthening training programs for investigators by city and province, expanding the role of investigators in case investigation procedures, strengthening administrative support for the Office of Education and the Center for Education Support (Zero Center), and establishing provisions on the basis of investigative status and investigation authority in the law.

본 연구는 전담조사관제도의 문제점을 확인하고 이의 개선방안을 제시했다. 전담조 사관제도의 주요 쟁점은 책임교사의 업무경감을 목적으로 도입하였지만, 업무경감의 효과를 체감할 수 없고, 오히려 부수적인 업무가 증가했다는 점이다. 전담조사관제도가 실효성을거두지못한 직접적인원인으로는조사관의업무역량 부족, 사안조사전후관계 에서 발생하는 부수적인 업무 발생, 시범운영 없이 시행, 조사관의 지위와 조사권한에 대한 법적 근거 미비가 확인되었다. 개선방안으로는 전문성있는조사관을 유치하기 위해 지원요건범위의 확대, 조사관의 지위보장과 충분한 보상체계마련, 조사관에 대한 시도별연수 프로그램 강화, 사안조사 절차관련조사관의역할확대, 교육청및교육지원센터(제로센터)의행정업무지원강화, 법령에조사관의지위및조사권한근거조항신설을제안했다. 또한, 조사관이자택에서 사안조사 보고서를 작성하는 상황에 대해 개인정보 보호법 등 관련 규정 위반의 소지가 있음을 강조했다. 이의 개선방안으로 조사관이 전담기구 내 문서고에 사안관련 자료를 보관하고 그 사무실에서 사안조사 보고서를 작성할 것을 대안으로 제시했다.
