This study explores the current state of child sexual exploitation material crimes on the darknet and propose countermeasures. The proliferation of the darknet has facilitated the increase in illegal content, with offenders using advanced encryption and anonymization tools. To gain a deeper understanding of the operational methods of offenders and the challenges faced by law enforcement agencies, a mixed-methods approach was employed. Specifically, quantitative and qualitative data were collected through web crawling and interviews with law enforcement officials and cybersecurity experts. The data were analyzed using topic modeling and crime script analysis. The key findings highlight the scale of child exploitation on the darknet, the role of cryptocurrency in facilitating anonymous transactions, and the global nature of these crimes, emphasizing the need for international cooperation. Furthermore, the study proposes a crime control model that integrates technological and policy-level solutions, advocating for stronger regulatory frameworks and enhanced international collaboration. This research contributes to the understanding of child exploitation crimes related to the darknet and provides a foundation for future research and policy development.

본 연구에서는 다크넷에서 발생하는 아동 성착취물 범죄의 현황을 탐구하고, 이에 대한 대응 방안을 모색하고자 한다. 다크넷의 확산은 불법 콘텐츠의 증가를 촉진하고 있으며, 범죄자들은 고급 암호화 및 익명화 도구를 사용하여 추적을 피하고 있는 실정이다. 범죄자들의 운영 방식과 법집행기관이 직면한 어려움을 심층적으로 이해하고자 연구방법론으로 혼합 방법론을 사용하였 다. 구체적으로, 웹 크롤링과 법집행기관 및 사이버 보안 전문가와의 인터뷰를 통해 양적 및 질 적 자료를 수집하였고, 토픽 모델링과 범죄 스크립트 분석방법을 통해 수집된 자료 분석을 하였 다. 자료 분석을 통해 다크넷에서의 아동 성착취의 규모, 암호화폐가 익명 거래를 촉진하는 역 할, 그리고 이러한 범죄의 글로벌 성격 등을 도출하였고, 이에 따라 국제 협력 강화의 필요성을 확인하였다. 또한, 연구 결과로서 기술적 및 정책적 해결책을 통합한 범죄통제모델을 제안하며, 강력한 규제 체계와 강화된 국제 협력을 촉구하였다. 본 연구는 다크넷과 관련된 아동 성착취 범 죄에 대한 이해를 높이고, 향후 연구 및 정책 개발의 기반을 제공하였다는 의의를 지니고 있다.
