There are several important requirements for the safe flight of an aircraft, such as operation, security, control, and maintenance. Among them, the airworthiness requirement, which is a technical standard for safe flight, is due to aviation maintenance. Aviation maintenance requires a high degree of technology and can be used for aircraft operation only when it is performed and verified in accordance with certified procedures. Aircraft managers must be equipped with sufficient maintenance personnel and facilities for safe aircraft operation, and the state must establish a reliable organization through certification and management supervision of a reliable organization. Receiving Air Operator Certificate (AOC) and Applied Maintenance Organization (AMO) refer to an organization that meets many demanding requirements and is recognized according to its work capability. It is important to understand the standards as such organizational certification can be certified by legal standards according to the limitations of maintenance capabilities and organizational system. In this paper, we intend to contribute to the development of the aviation industry by confirming the concept, procedure, and scope of certification of aviation maintenance and presenting problems by comparing and reviewing them with advanced aviation countries.

항공기의 안전한 비행을 위해서는 운항, 보안, 통제, 정비 등 여러 중요한 요건들이 있다. 이 중 안전한 비행을 위한 기술상의 기준인 감항성의 요건은 항공정비에 기인한다. 항공정비는 고도의 기술이 필요하며 인증된 절차에 따라 수행 및 검증되어야만 항공기 운항에 사용할 수 있다. 항공기 운영자는 안전한 운항을 위해 충분한 정비 인력과 시설을 갖추어야 하며, 국가는 인증 및 관리 감독을 통해 신뢰할 수 있는 정비조직을 구축하도록 해야한다. 운항증명(AOC)과 정비조직인증(AMO)은 많은 까다로운 요건을 충족하고 업무 수행능력에 따라 인정받은 조직을 의미한다. 이러한 조직 인증은 법적 기준에 의해 정비 역량 및 조직 체계의 한계에 따라 한정된 업무를 인증받을 수 있다. 본 논문에서는 항공정비의 개념, 업무 절차 및 범위를 확인하고 이를 항공 선진국과 비교 검토하여 문제점을 제시함으로써 항공산업 발전에 기여하고자한다.
