(Purpose) This study aims primarily to clarify the essence of community spirit, which is the core of interculturalism, which is presented as the ideological and logical basis of the so-called two-way integration model, which is the most progressive perspective in the field of recent immigration policy, and the immigrant social integration policy model. Furthermore, the secondary purpose is to present effective alternatives necessary for the successful implementation, settlement, and evolution of various domestic interculturalism-based immigrant social integration policies, including the so-called ‘intercultural city construction project’ and the ‘social integration index consultation project.’ (Research methods) To this purpose, this study first organizes the types of immigrant social integration models as theoretical backgrounds, thereby organizing the history and evolution of the ideological and logical perspectives on which immigrant social integration policies are based. Next, the essence of the community spirit held among members of society is clarified through the origins of ‘communitas’ and modern revival and expansion efforts. To extract the key to a realistically successful immigrant social integration policy, this study compares and organizes case studies of overseas and domestic immigrant social integration policies, analyzes and evaluates their outcomes at the in-depth case analysis level. (Findings) This study proves that the fundamental meanings of ‘positive daily interaction’, ‘creation of new culture through fusion of horizons’, and ‘efforts of governments to secure public and shared spaces’ emphasized in interculturalism are completely in line with the essence of community spirit. Through this, it aims to present specific and field-oriented policy tasks and alternatives necessary in the Korean reality where the evolution of immigrant social integration policies is urgent. (Conclusion and recommendations) Therefore, this study reveals the need for broader and more in-depth research for the true evolution of Korea’s immigrant social integration policy. It is expected that the effective results of immigrant social integration programs in Korea will be enriched as the exploration of the roots of policy logic and techniques is promoted.

(연구목적) 이 연구는 정책적 적극성과 입체성의 시각에서 볼 때 가장 진보적 이민자 사회통합 정책모형인 쌍방 향 통합모형의 이념적･논리적 근거로 제시할 수 있는 상호문화주의의 핵심에 해당하는 공동체 정신의 본질을 규 명하는 데 1차적 목적을 둔다. 나아가, 소위 ‘상호문화도시’ 사업이나 이민자 사회통합조사 활용 건설팅 사업을 위시한 다양한 국내의 상호문화주의 기반 이민자 사회통합정책의 성공적 수행과 정착 및 진화에 필요한 실효적 대안을 제시함을 2차적 목적으로 한다. (연구방법) 이러한 목적을 실현하기 위해 이 연구에서는 먼저, 이론적 배경으로서 이민자 사회통합 모형의 유형 을 정리함으로써 이민자 사회통합정책이 기반하고 있는 이념적･논리적 시각의 전개 과정과 본성을 밝힌다. 이어 서사회구성원 간에 보유하고 있는 공동체 정신의 본질을 ‘communitas’의 연원과 현대적 부활 및 확산 노력을 통하여 규명한다. 나아가, 현실적으로 성공하는 이민자 사회통합 정책의 관건이 무엇인지를 추출하기 위하여 해 외 및 국내 이민자 사회통합정책 선행연구들을 비교 정리하고 그 성과를 심층사례분석 차원에서 평가한다. (연구결과) 이 연구는 ‘긍정적 상호작용의 일상화’와 ‘인식적 지평의 융합과 확장을 통한 새로운 문화의 창조’ 및 ‘공적이고 공유된 공간의 확보를 위한 국가와 지방정부의 노력’이라는 상호문화주의 핵심 키워드의 근본적인 의 미가 공동체 정신의 본질과 완전히 맞닿아 있음을 증명한다. 이를 통해 이민자 사회통합정책의 진화가 시급한 한 국적 현실에서 필요한 구체적이고 현장 중심적인 정책과제와 대안을 제시한다. (결론 및 제언) 이 연구를 통해 대한민국 이민자 사회통합정책의 진정한 진화를 위해서 좀 더 폭넓고 심층적인 연 구가 필요함을 드러내었다고 본다. 정책적 논리와 기법의 뿌리에 대한 천착이 촉진되는 가운데 국내의 이민자 사 회통합 프로그램들의 실효적 성과가 더욱 풍성해지기를 기대한다.
