This study aims to explore how Japan, like Korea, manages the quality of its certified qualification system and to identify applicable quality management strategies for Korea's national technical qualifications. In collaboration with qualification experts from the HRDkorea, topics related to quality management were selected, including qualification effectiveness, establishment, integration, examination standards, application requirements, and AI-based examination. Japanese qualifications related to public safety are regulated by individual laws, granting mandatory placement and licensing, and managed by respective agencies. In contrast, skill qualifications are overseen by the Ministry of Health, Labor and Welfare, operated without legal privileges, and implemented primarily through the VADA. Japan emphasizes practical qualifications, the expertise of implementing organizations for field-based examinations, and direct management of examination standards by relevant authorities. Prefectures guide and supervise the process, including certification issuance. Specialized committees conduct annual statistics and surveys on qualifications, and the establishment and consolidation of qualifications prioritize transparency, incorporating industry feedback. Recent reforms have shifted qualifications toward practical training, removing educational requirements, while digitalization efforts, such as AI-based systems, remain limited. Lessons from Japan highlight the need for tailored management, increased industry participation, enhanced digitalization, and improved qualification establishment and evaluation processes for effective quality management.

이 연구는 한국과 유사하게 검정형으로 자격제도를 운영하는 일본이 어떻게 자격에 대한 질을 관리하고 있 는지를 살펴, 국가기술자격에 적용가능한 질관리 방안을 모색하는데 목적이 있다. 이를 위하여 국가기술자격을 시행하고 있는 한국산업인력공단의 자격전문가들과 함께 자격제도의 품질관리와 관련된 주제를 선정하고, 이에 대한 일본의 사례를 조사하여 시사점을 도출하였다. 선정 주제는 ‘자격 효용성 조사’, ‘자격신설’, ‘자격통폐합’, ‘출제 및 출제기준’, ‘응시자격’, ‘AI출제’이다. 일본은 국민의 생명․안전과 관련된 분야를 개별법에서 자격화하 여, 법령상 의무배치, 선임, 면허 등을 부여하고, 각 성․청에서 관리한다. 반면, 기능검정자격은 후생노동성에서 관리하며, 법령상 우대 없이 직업능력개발을 장려하는 목적으로 운영한다. 성․청은 산하에 민간 전문단체를 통 해 자격을 시행하고, 기능검정자격은 후생노동성이 산하 직업능력개발협회(VADA)를 통해 대다수 시행하고 있 다. 일본이 자격의 질을 관리하는 포인트는 ‘실무중심 응시자격 중시’, ‘현장기반 문제를 출제하는 개별 시행기 관의 출제역량 중시’, ‘출제기준과 출제문제에 대한 소관부처의 직접 관리’이다. 시행과정은 각 도도부현에서 지 도․감독하며, 자격증도 도도부현에서 발급한다. 이처럼 일본은 질을 관리하는 포인트별로, 여러 주체가 역할을 분담하여 관리하고 있다. 더욱이, 기능검정자격은 후생노동성 산하에 전문조사위원회를 두고, 매년 통계공표와 자격종목에 대한 실태조사를 해오고 있다. 자격신설은 시행기관이 직접 출제기준과 그에 따른 문제를 확보하여 심의를 받도록 하고, 통폐합은 산업계의 의견을 수렴하는 절차를 두어 공정성과 투명성을 중심으로 운영하고 있다. 응시자격을 중시하며, 최근에는 학력을 철폐하고 실무연수를 중심으로 개편하고 있다. 한편, AI출제 등 디 지털화는 소극적인 것으로 나타났다. 일본 사례를 통해 국가기술자격의 질관리를 위해서는 자격종목의 특성에 따른 관리, 산업계 참여 강화, 지속적인 디지털화 추진, 자격신설 및 통폐합 절차 개선, 자격 효용성 실태조사 도입 필요성을 시사점으로 도출하였다.
