Purpose: The purpose of this study is to analyze whether the overseas disaster specialist system is working well quantitatively and qualitatively, focusing on overseas missions. Method: The research method was conducted based on exploratory research by literature research such as other academic journals and master's and doctoral dissertations, as well as related laws such as the Consul Assistance Act. Result: It presented quantitative and qualitative measures to improve the operation of the overseas disaster professional manpower system, focusing on overseas missions, and introduced and explained the concept of horizontal and vertical operation of the professional manpower system. Conclusion: Suggested simultaneously promoting quantitative expansion and qualitative improvement of the operation of the overseas disaster specialist system in overseas missions, and emphasized the necessity for active consultation with related ministries within the government to secure related budgets and manpower allocation.

연구목적: 연간 출국자 및 재외국민 3,000만 명 시대의 도래를 앞두고 해외재난 전문인력제도가 재외공 관을 중심으로 양적•질적으로 잘 작동하고 있는지를 분석하여 개선방안을 제시하기 위함이다. 연구 방법: 연구의 방법은 ｢영사조력법｣과 같은 관련 법률을 비롯하여 여타 학술지, 석•박사 논문 등의 문 헌조사에 의한 탐색적 연구에 기반하여 진행하였다. 연구결과: 재외공관을 중심으로 해외재난 전문인 력제도 운영 개선을 위한 양적 측면과 질적 측면의 방안을 제시하고, 이 과정에서 전문인력제도의 횡적 운영과 종적 운영 개념을 도입하여 설명하였다. 결론: 재외공관 내 해외재난 전문인력제도 운영의 양적 확대와 질적 개선을 동시에 도모하고, 관련 예산, 인력배정 등 확보를 위한 정부 내 유관부처와의 적극 적인 협의 필요성을 제시하였다.
