This study aims to evaluate the inequality in fiscal expenditure for the culture and arts sector, using the entropy index. It specifically focuses on examining the differences in inequality both between OECD countries and within regions of South Korea. According to the results, South Korea's per capita fiscal expenditure on culture is somewhat lower than that of OECD countries, but the inequality has consistently improved, except during the periods of the global financial crisis and the COVID-19 pandemic. In addition, inequality was high during the period from 2009 to 2013 but sharply decreased after 2014, which was attributed to the increased cultural fiscal expenditure contributing to the improvement in inequality since 2014. Regional inequality also showed improvement starting from 2014, with significant differences in the regional entropy index during the period from 2009 to 2014, but these differences diminished between 2014 and 2021. In South Korea, overall, it appeared that the increase in cultural fiscal expenditure after 2014 contributed to an improvement in inequality.

본 연구는 엔트로피 지수를 활용하여 한국의 문화재정지출의 수준을 OECD 국가들과 비교하고, 한국의 지역별 문화재정지출의 불균등도를 평가하고자 한 다. 분석 결과, OECD 국가 대비 한국의 경우 평균 문화재정지출 규모에 비해 1인당 재정지출 규모가 다소 낮은 것으로 나타났으며, 불균등도는 글로벌 금융 위기와 코로나 팬데믹의 기간을 제외하고 지속적으로 개선된 것으로 나타났다. 한국의 불균등도를 분석한 결과, 2009∼2013년 기간에 높은 수준의 불균등도를 보이다, 2014년 이후 급격히 낮아진 것으로 나타났는데, 이는 2014년 이후로 증가한 문화재정지출이 불균등도 개선에 기여한 것으로 분석되었다. 지역별 불 균등도 역시 2014년을 기점으로 불균등도가 개선되는 모습을 보였으며, 특히 2009∼2014년 기간에는 지역별 엔트로피 지수에 큰 차이가 있었으나, 2014∼ 2021년 기간에는 지역별 차이가 작아진 것으로 나타났다. 한국의 경우 지역 내 불균등은 여전히 존재하지만, 전반적으로 문화재정지출의 증가와 함께, 불균등 도의 개선도 이루어진 것으로 분석되었다.
