This study analyzes ordinances of metropolitan autonomous bodies financed to support senior citizen employment. To this end, 16 ordinances were collected through the local government law information system and their contents and structures were analyzed. As a result of the analysis, most of the ordinances had elements related to normative validity, so they met the formal requirements of the law, but there were clear differences in terms of content. Accordingly, it was confirmed that some provisions, such as the obligations of the head of the autonomous body, the rights of residents, and regional characteristics, needed to be revised. Regarding the elements related to the effectiveness of the ordinance, most of the ordinances had elements related to the delivery system, but there were no provisions related to redress, so it was suggested that these needed to be supplemented. Based on the results of the analysis, this study called for ordinance revisions and various policy attempts in the direction of realizing senior citizen employment as a right.

본 연구는 노인일자리 지원을 위해 재정된 광역자치단체의 조례를 분석하는 연구이다. 이를 위해 자치법 규정보시스템을 통해 분석 대상 조례 16건을 수집하여 그 내용과 구조를 분석하였다. 분석 결과 규범적 타당성 관 련 각 요소들은 대부분의 조례에서 존재하고 있어 법의 형식적 요건을 갖추고 있었으나 내용 면에서는 차이가 분 명히 존재하였다. 이에 따라 자치단체장의 의무나 주민의 권리 관련, 지역 특수성 관련 등 일부 조항에서 개정이 필요함을 확인하였다. 조례의 실효성 관련 요소들에서는 전달체계 관련 요소들은 대부분의 조례에서 확인되었으나 권리구제 관련 조항은 존재하지 않아 이에 대한 보완이 필요하다고 제안하였다. 본 연구에서는 분석 결과에 기반 하여 조례 개정에 대한 촉구와 함께 권리로서의 노인 일자리를 실현하는 방향으로의 다양한 정책적 시도를 요구 하였다.
