This study aimed to estimate the value of operating an art appreciation program for visually impaired individuals in museums. To achieve this, a contingent valuation method (CVM) was utilized, and an interview survey was conducted at a local museum in the Jeju region during August and September 2022. A total of 302 valid questionnaires were analyzed. The results indicated that the average willingness-to-pay (WTP) per person for the program was 2,893 KRW per month. Additionally, age, museum satisfaction, and individual-level social empathy were identified as significant factors affecting WTP. This study holds academic significance by quantifying the economic value of the art appreciation program for the visually impaired, which can be utilized as foundational data for related policies and programs. Furthermore, by highlighting the importance of social empathy, this research emphasizes the need for education and promotion when establishing related policies. Practically, this study helps to understand museum visitors’ perceptions, secures the legitimacy of operating art appreciation programs for the visually impaired, and provides insights for more effective planning and policy-making through the identification of explanatory variables influencing WTP.

본 연구는 미술관에서 시각장애인 미술 감상프로그램의 운영 가치를 추정하고자 하였다. 이를 위해 조건부가치측 정법(CVM)을 활용하여 제주 지역 미술관에서 2022년 8월과 9월에 면접조사를 실시하였고, 유효한 302부의 설문지 를 분석에 사용하였다. 분석 결과, 시각장애인 미술 감상프로그램 운영에 대한 1인당 매월 지불의사금액 평균은 2,893원으로 나타났다. 또한, 연령, 미술관 만족도, 개인적 차원의 사회적 공감이 지불의사금액에 유의한 영향을 미 치는 변수로 확인되었다. 본 연구는 시각장애인 미술 감상프로그램의 경제적 가치를 계량화하여 관련 정책 및 프로 그램의 기초자료로 활용될 수 있는 학술적 의의가 있으며, 사회적 공감의 중요성을 강조하여 관련 정책 수립 시 교육 및 홍보의 필요성을 제기하였다. 실무적으로는 미술관 관람객의 인식을 파악하고, 시각장애인 미술 감상프로그램 운 영의 당위성을 확보하였으며, 지불의사금액에 영향을 미치는 설명변수를 통해 보다 효과적인 계획 및 정책 수립이 가능하도록 하였다.
