This article examines the Women’s Christian Counseling Service, which is related to social welfare work for women in need of protection among the works of Dorothy Kinsler (1907-2001), who worked as a missionary in Korea. The Women’s Christian Counseling Service was founded by Kwon Dohee in 1963. The purpose of establishing this center was to provide daily evangelism to young girls who were wandering around Seoul Station or on the streets and unattended by anyone due to unfortunate circumstances or other reasons, and at the same time to protect women who could fall into prostitution and help them become self-sufficient. The Women’s Christian Counseling Service which was both a private and religious institution, simultaneously performed the functions and roles of social work and missionary work. This study focuses on the situation of developing country and Korean society in the 1960s and 1970s at that time when the Women’s Christian Counseling Service had no choice but to be established, the establishment process and operation of this organization, the activities performed by this organization, and its results. In conclusion, the Women’s Christian Counseling Service brought the attention of the nation and society to the human rights issues of deprived women who do not receive equal treatment as women, and contributed to establishing protection policies for them.

이 글은 내한선교사로 활동했던 권도희(Dorothy Kinsler, 1907~2001) 의 활동 가운데 요보호여성을 대상으로 한 사회복지사업과 관련된 <기 독교 부녀구원상의소>에 관해 살펴보고자 한다. <부녀구원상의소>는 1963년 권도희에 의해 설립되었다. 이 상의소의 설립 목적은 불우한 사정이나 여러 이유로 서울역이나 길거리에서 배회하며 아무도 돌봐 주지 않는 어린 소녀들을 매일 전도함과 동시에 윤락으로 전락할 수 있는 여성들을 보호하고 자활시키는 것에 있었다. 민간 기관이자 종교 기관이었던 <부녀구원상의소>는 사회사업과 선교사업의 기능을 동시 에 담당했다. 본 연구는 부녀구원상의소가 설립될 수밖에 없었던 1960-1970년 당시 개발국가와 한국사회의 상황, 그와 관련된 이 기관의 설립 과정과 운영, 이 기관이 수행한 활동과 그 결과들을 중점 적으로 조망했다. 연구 결과 <부녀구원상의소>는 동등한 대우를 받지 못하는 불우한 여성의 인권 문제에 대해 국가와 사회의 관심을 환기시 켰고, 이들에 대한 보호 정책을 수립하는데 기여했다.
