In recent years, tensions between the two Koreas have intensified, and continued rhetorical retribution remarks and subsequent extreme military confrontation can lead to a second Korean War on the Korean Peninsula. Therefore, the purpose of this study is to analyze the causes of the outbreak of the Korean War and the current security situation at the human, national, and international levels of Kenneth Waltz to derive implications,and to suggest ways to prevent war and maintain stability on the Korean Peninsula under the current security situation. To accomplish the research objectives, we started with a three-problem consciousness, and the study's findings are as follows. First, it can be assessed that the Korean War was brought on by the combination of Kim Il-sung's human factors, the national level of North Korea's military might, and the international level of policy errors on the Korean Peninsula. Second, it was confirmed that military tensions between the two Koreas continued when the current security situation was compared to the Korean War, and that the confrontation between the two Koreas, including the major powers, on the Korean Peninsula was similar to when the Korean War broke out. Third, in order to prevent war and maintain stability on the Korean Peninsula, a peace system must be established on the Korean Peninsula, and for this purpose,it was necessary to establish a foundation for promoting exchange and cooperation between the two Koreas. Based on Kenneth Waltz's theory of the cause of war, this paper compared and evaluated the causes of the Korean War in the past and the current security situation on the Korean Peninsula. Based on the research results, it is significant that it awakened awareness about the establishment of a peace regime on the Korean Peninsula to prevent war and suggested a plan to establish a permanent and realistic peace regime in the future.

최근 들어 남북한 간의 긴장은 심화되고 있으며 계속된 수사적 응징 발언과 이에 따른 극 한의 군사적 대립은 자칫 한반도에서 제2의 6.25와 같은 전쟁을 초래할 수 있다. 따라서 본 연구의 목적은 6·25전쟁의 발발 원인과 현 안보 상황을 케네스 월츠의 인간적, 국가적, 국제체제적 수준에서 분석하여 시사점을 도출하고, 현 안보상황 하에서 한반도에서 전쟁을 예방하고 안정을 유지하기 위한 방안을 제시하는데 있다. 연구 목적을 달성하기 위해 3가지 문제의식에서 출발하였으며, 연구 결과는 다음과 같다. 첫째, 6.25전쟁은 김일성의 인간적 요인과 북한의 군사력 증강 등의 국가적 수준 및 미국의 한반도 정책 오류 등의 국제체제적 수준이 결합되어 발발하였다고 평가할 수 있다. 둘째, 현 안보상황이 6.25전쟁과 비교 시 남북한의 군사적 긴장은 계속되고 한반도에서 강대국을 포 함한 남북의 대립은 6.25전쟁 발발 시와 유사함을 확인할 수 있었다. 셋째, 한반도에서 전쟁 을 예방하고 안정을 유지하기 위해서는 한반도에서 평화체제를 구축하여야 하며, 이를 위해 다자안보협력 체제를 구축하고 남북한 간 교류협력을 증진하는 기반 조성이 요구되었다. 본 논문은 케네스 월츠의 전쟁원인이론을 토대로 과거 6.25 전쟁의 발발 원인과 현 한반 도의 안보 상황을 비교하여 평가하였다. 연구 결과를 토대로 전쟁 예방을 위한 한반도의 평 화 체제 구축에 관한 경각심을 일깨워 향후 항구적이며 현실적인 평화 체제 구축 방안을 제 시했다는 점에 의의를 두고 있다.
