This paper examines the current level of North Korea's 'Digital economy' transformation in terms of the 4th industrial revolution structure and how does this trend relate to North Korea's economic growth? We extracted approximately 250 major reports from North Korea's official media since 2016 and conducted a Technological Readiness Level(TRL) assessment from the perspective of the universal standard of 4th industrial revolution. As a result, the overall score was 5.97(out of 9), and North Korea was evaluated as currently in the ‘core technology verification and test application stage’, which means that North Korea is currently to be before the full-scale entry stage. By layer, the content layer excels the physical and logical layer, which is an unusual phenomenon in light of developed countries where the physical and logical layers, preceded by large-scale investments, are leading the digital economy transition. This was presumed to be the result of North Korea, which has poor large-scale infrastructure, focusing on areas that can achieve results mainly depended on individual research capabilities. Lastly, despite the technical performances mentioned above, the delay in normalizing major industries caused a vicious cycle that hindered the fundamental innovation for the North Korean economy's ‘One Leap’.

본 논문은 ‘디지털경제’에 해당하는 북한의 ‛수자경제’에 대하여 통상의 4차 산업혁명관점에서 그 수준을 평가하고, 특성과 한계를 살펴보는 연구이다. 이에 따라 북한의 ‛수자경제’ 전환과 관련된 북한 공식 보도 253건을 추출하여, 기술성숙도(TRL) 평가를 수행하였다. 그 결과 종합 5.97점(9점 만점)으로 ‛핵심기술 검증과 시험적용 단계’로 평가되어, 현재까지는 ‘수자경제’의 본격 진입단계 이전으로 판단되었다. 따라서 단기간 내 가시적 혁신 및 경제성장 기여는 기대하기는 어려울 것으로 보인다. 층위별로는 데이터 수집‧분석의 핵심인 물리층위, 논리층위보다 서비스 구현 정도를 나타내는 컨텐츠층위 점수가 가장 높았는데, 이는 대규모 투자가 선행되는 선진국과는 달리, 개발자의 역량 활용이 가능한 분야에 집중한 결과로 추정되었다. 아울러 북한의 열약한 ‘경제하부구조’ 및 기존 산업 정상화 지연이 ‛수자경제ʼ를 통한 체질 혁신을 막고 있어, ‘생산 정상화’와 기술성숙도의 지속적 향상이 선행되어야 ‘단번도약’이라는 소기의 성과를 기대할 수 있을 것이다.
