The current study examined the counterintelligence activities of the Japanese Kanto Military Police, focusing particularly on the organization and missions of the Special Military Police Unit, the so–called “86th Unit.” Placed directly under the Kanto Army Commander, the Kanto Military Police expanded its organization as it suppressed the anti–Manchukuo and anti–Japanese resistance in Manchukuo. As tensions heightened along the border with the Soviet Union, the Kanto Military Police emerged as a core institution in counterintelligence activities. The Special Military Police Unit, established by the Kanto Military Police in 1939, was tasked with blocking the Soviet intelligence activities and safeguarding Japanese military secrets by employing advanced science and technology. The Special Military Police Unit improved their efficiency in counterintelligence operations by introducing various scientific techniques. Among them, the radio detection technology, independently developed by the military police unit, was noteworthy because it helped to apprehend numerous Soviet spies. Their activities played a significant role in supporting Japanese military operations and maintaining security.

본 연구는 일본군 관동헌병대의 대소 방첩 활동, 특히 ‘86부대’로 불리던 특설헌병대 의 조직과 임무에 중점을 두어 그 역할을 고찰하였다. 관동군 사령관의 직속 기관으로 편입된 관동헌병대는 만주 지역의 반만항일투쟁을 진압하는 과정속에서 조직의 규모 를 확대하였고, 장대한 국경선을 접한 소련과의 긴장이 고조되자 방첩 활동의 핵심 기 관으로 자리 잡았다. 아울러 1939년 관동헌병대에 의해 창설된 특설헌병대는 첨단 과 학기술을 활용하여 소련의 첩보 활동을 차단하고 일본군의 군사기밀을 보호하는 임무 를 맡았다. 특히 특설헌병대는 무선 탐사, 지문 검출, 세균전 대응 등 다양한 과학적 기법을 도 입하여 방첩 활동의 효율성을 높였으며, 그중에서도 자체적으로 개발한 무선 탐사 기 술은 다수의 소련 첩자를 검거하는 ‘성과’를 거두었다. 이들의 활동은 단순히 적의 첩 보를 차단하는 것을 넘어, 일본군의 군사 작전 지원 및 안보 유지에 ‘기여’하였다. 또한 특설헌병대의 방첩 활동은 일본의 방첩 기술이 고도화하는 계기를 마련했다고 할 수 있다. 결론적으로, 관동헌병대의 대소 방첩 활동은 일본군의 군사적 목표 달성과 만주국 내에서의 안보 유지에 있어 중대한 역할을 담당하였다. 본 연구는 이러한 방첩 활동의 역사적 맥락과 실질적인 성과를 재조명함으로써, 일본군 방첩 체계의 발전과 그 실체 를 명확히 밝히고자 하였다.
