This study analyzes the past and present of taekkyon, investigates the enacted martial arts and sports promotion law, and proposes a special law enactment plan for taekkyon practitioners. First, expand the application of taekkyon’s cultural and sports values, designate multiple intangible cultural heritages by region with a typical preservation principle, and guarantee the diversity of taekkyeon. Second, turn the current crisis into an opportunity, and actively utilize the unique advantages of costumes and the use of pure Korean language. Third, discuss and consult on conflicts between groups and issues in the process of proposing the promotion law and jointly propose a bill. To this end, solidarity and cooperation among stakeholders are essential, and sustainable mutual development is promised. Through these measures, the potential value of taekkyon can be confirmed with the public through the enactment of a special law.

본 연구는 택견의 과거와 현재를 분석하고, 제정된 무예·스포츠 진흥 법을 조사하여, 택견인들이 특별법 제정 방안을 제시하는 데 있다. 결론 을 도출하면 첫째, 택견의 문화재적, 스포츠적 가치를 확대 적용하고, 전 형 보존 주의로 지역별 무형유산을 복수 지정, 택견의 다양성을 보장한 다. 또한 전승과 진흥을 위해 지역 연고를 상호 인정한다. 둘째, 현재의 위기를 기회로 전환하고, 복장과 순우리말 사용의 특장점을 적극 활용한 다. 이와 함께 앞서 제정된 진흥법 사례를 통해 국가의 법적, 제도적 보 호가 전통 스포츠 택견 진흥에 필수적임을 확인했다. 셋째, 단체 간의 갈등과 진흥법 발의 과정의 쟁점 사항들을 논의, 협의하여 법안을 공동 발의한다. 이를 위해 이해당사자 간의 연대와 협력이 필수적이며, 지속 가능한 상호발전을 약속한다. 이러한 방안을 통해 택견이 가지고 있는 잠재적 가치를 특별법 제정을 통해 국민과 함께 확인할 수 있을 것이다.
