Money Market Funds(MMFs) is a collective investment vehicle that allows investors to repurchase anytime by investing in assets with a short maturity to secure liquidity. Investors recognize MMFs as safe financial instruments as bank deposits, but large redemption(so-called run) can occur in financial crisis, which can also escalate into a risk to the entire system. Accordingly, the EU tried to introduce integrated legislation for MMFs with the introduction of MMF Regulation, which includes the definition & type of MMFs, restrictions on eligible assets and investment activities, diversified investment, establishment of credit standards for investment assets, prohibition of external credit rating agency, stress tests etc.. On the other hand, in Korea, there are no special regulations for the definition or type of MMFs, additional authorization for MMFs, external credit rating agency, knowing customer policy and prohibition of external support. However, there are similar provisions in Korea for regulation on eligible assets, MMFs investment restrictions, diversification & concentration of investments, securing MMFs liquidity, asset credit standards, evaluation of MMFs assets and stress tests.

단기금융펀드(MMFs)는 투자자로부터 모집된 자금을, 만기가 짧은 자산에 투자하여 유동성을 확보함으로써, 투자자에게 수시 환매를 허용하는 집합투자기구이다. 이로써 자본시장에서의 단기적 현금 수요와 공급을 중개한다. 투자자는 MMFs를 예금과 같은 안전한 금융상품으로 인식하지만 집단적 환매가 발생할 수 있으며 이는 시스템 전체에 대한 위험으로 확대되기도 한다. 이에 EU는 MMF Regulation의 도입으로 MMFs에 대한 통합된 입법을 도입하고자 하였다. 그 구체적인 내용으로서는 ① MMFs의 정의와 유형 ② UCITS나 AIFs에 대한 추가적 인가 ③ 적격자산 및 투자행위의 제한 ④ 자산투자의 분산과 집중 ⑤ MMFs 포트폴리오 구성에서의 유동성 확보 ⑥ 투자자산의 신용기준 설정 ⑦ 외부 신용평가기관의 이용 ⑧ 고객숙지 정책 ⑨ 스트레스 테스트의 시행 ⑩ MMFs 보유자산의 평가원칙 ⑪ MMFs에 대한 외부지원의 금지 ⑫ 투자자에 대한 투명성 강화 등이다. 반면에 우리나라에서는 MMFs의 정의나 유형, 추가적 인가, 외부신용평가 기관 이용, 고객숙지 정책, 외부지원의 금지 등에 대해서는 특별한 규제를 두고 있지 않다. 또한 투명성 강화는 기존 집합투자기구에 대한 수준에 따른다. 다만 그 외 적격자 산, 투자의 제한, 분산과 집중, 유동성 확보, 자산의 신용기준 설정, MMFs 자산의 평가, 스트레스 테스트 등에 대해서는 방법의 차이는 있으나 유사한 규정을 두고 있다.
