This discussion aims to contribute to the establishment of effective criminal policies by suggesting comprehensive measures to respond to the increasing voice phishing crimes in Korea. In 2023, voice phishing caused thousands of damages and reported financial losses amounting to hundreds of billions of won, emerging as a serious social problem. This situation suggests that strengthening the crime prevention and response system is urgently needed. Therefore, this discussion emphasizes the need to introduce cutting-edge technologies such as AI-based voice fraud detection systems to establish a system that can respond quickly in the early stages of crime occurrence. In addition, by predicting crime patterns through continuous monitoring and data analysis and strengthening the preemptive prevention system, the possibility of crime occurrence can be reduced. In addition, a system that encourages public interest reporting through cooperation with financial institutions should be established, and a victim support system should be strengthened to support rapid recovery in the event of damage. Strengthening legal regulations and establishing an international cooperative investigation system are also essential. Japan operates a system that encourages immediate reporting through the operation of a fraud call reporting center and blocks criminal phone numbers. It is necessary to introduce a similar system in Korea by referring to these overseas cases. In addition, customized preventive education should be expanded so that citizens can recognize the risks of voice phishing crimes and strengthen their response capabilities, and a preventive surveillance system should be established to confirm the reason for withdrawal of large amounts of cash by the police when withdrawing money, and a foundation should be established to block crimes in advance by strengthening cybersecurity infrastructure. The establishment and systemization of a dedicated police organization should be used to strengthen rapid and effective investigations and preventive measures, thereby creating a safe financial environment, and the proposed measures are expected to contribute to active response and establishment of a protection system(review of direction).

본 논의는 한국에서 증가하는 보이스피싱 범죄에 대응하기 위해 종합적인 방안을 제시하여 효과적인 형사정책적 수립에 기여하고자 한다. 2023년 한 해 동안 보이스피 싱으로 인해 수천 건의 피해가 발생하고, 수백억 원에 달하는 금전적 손실이 보고되면 서 이는 심각한 사회 문제로 부각되었다. 이러한 상황은 범죄예방과 대응 체계의 강화 가 절실히 요구됨을 시사한다. 이에 본 논의에서는 우선 AI기반 음성사기 탐지시스템 과 같은 첨단 기술을 도입하여, 범죄발생 초기단계에서 신속히 대응할 수 있는 체계를 구축할 필요성을 강조한다. 이와 함께 지속적인 모니터링과 데이터 분석을 통해 범죄 패턴을 예측하고, 사전예방 체계를 강화함으로써 범죄발생 가능성을 낮출 수 있을 것 이다. 또한 금융기관과의 협력을 통해 공익신고를 장려하는 제도를 마련하고, 피해자 지원체계를 강화하여 피해 발생 시 신속한 회복을 지원해야 한다. 법적 규제강화 및 국제공조 수사체계 구축도 필수적이다. 일본에서는 사기전화 신고센터 운영을 통해 즉각적인 신고를 유도하고, 범죄 전화번호를 차단하는 시스템을 운영하고 있다. 이러 한 해외 사례를 참고하여 국내에서도 유사한 시스템을 도입할 필요가 있다. 또한 맞춤 형 예방교육을 확대해 시민들이 보이스피싱 범죄의 위험성을 인식하고, 대응 능력을 강화할 수 있도록 하며, 고액 현금인출 시 경찰이 출동해 출금 사유를 확인하는 예방적 감시체계와 사이버보안 인프라 강화를 통해 범죄를 사전에 차단할 기반을 마련해야 한다. 경찰 전담조직의 설치와 체계화를 통해 신속하고 효과적인 수사 및 예방 조치를 강화하여 안전한 금융 환경을 조성하고자 하며, 제안된 방안들은 능동적 대응과 보호 체계 확립(방향성 검토)에 기여할 것으로 기대된다.
