The purpose of this article is to clarify what the Soviet Russia's policy towards the Provisional Government of Korea was and how it changed over time. In conclusion, Soviet Russia recognized the Provisional Government of Korea only during the period when it served as the "supreme leadership organization of the national liberation movement." During this time, Soviet Russia sought to position itself as the greatest supporter of the Korean revolutionary movement by signing the "Korea-Russia Alliance against Japan" and providing "Moscow funds." Additionally, it aimed to support and lead the revolutionary activities of the Provisional Government by organizing the Korean Communist Party as an indirect negotiation channel in Shanghai. However, due to conflicts surrounding the strategies for the independence movement, the Korean Socialist Party faction withdrew, causing the Provisional Government to lose its status as the "supreme leadership organization of the national liberation movement," and Soviet Russia ceased to implement policies regarding the Provisional Government. Thus, the relationship between Soviet Russia and the Provisional Government of Korea as diplomatic counterparts disappeared with the collapse of the "unified" Provisional Government of Korea in January 1921.
