This study critically examines South Korea's international student policy as a component of its broader migration policy, with a particular focus on the implications and effectiveness of the "Study Korea 300K Project." The research highlights how South Korea's international student policy has evolved from merely enhancing competitiveness in the globalized education market to serving as a tool for addressing the nation's demographic and industrial challenges. The study critiques this shift, arguing that the policy, while aimed at attracting students and facilitating their settlement, fails to fully align with students' academic aspirations and career goals, instead prioritizing short-term economic gains and workforce needs. By comparing South Korea's policy with the case of Germany, the study explores the limitations of the current approach and seeks alternatives for improving international student policy and shifting the paradigm for securing skilled labor. Ultimately, the study emphasizes that international student policies should be decoupled from labor supply strategies and directed towards more sustainable solutions that meet the needs of both students and host countries.

본 연구는 한국의 유학생 정책을 이주 정책의 일환으로 분석하여, 특히 "Study Korea 300K 프로젝트"가 가지는 의미와 실효성을 비판적으로 검토하였다. 연구 는 유학생 정책이 단순히 국제화된 교육 시장에서의 경쟁력 확보를 넘어서, 한 국의 인구 및 산업 문제를 해결하기 위한 도구로 변모해가고 있음을 강조한다. 유학생 유치와 이주자 정주화를 촉진하려는 이러한 정책이 실제로는 유학생의 학문적 열망과 경력 목표를 충분히 반영하지 못하고, 단기적인 경제적 이익과 산업 인력 확보에 초점을 맞추고 있음을 비판한다. 또한, 독일의 사례를 통해 한국 유학생 정책의 한계를 분석하고, 유학생 정책의 개선 방안 및 산업인력 확 보를 위한 패러다임 전환을 모색하고자 하였다. 본 연구는 궁극적으로 유학생 정책은 노동력 수급 정책과는 별개로 보다 지속가능하고, 유학생과 도착국 모두 의 필요를 충족시킬 수 있는 방향으로 나아가야 함을 강조한다.
