Among the various medical-bio clusters in Korea, the Osong medical- bio clusters and Daegu Gyeongbuk medical-bio clusters emerge as exemplary models of operational excellence. They actively contribute to the national economy by nurturing venture start-ups, fostering private companies, and propelling preclinical-clinical research through cutting-edge research facilities, infrastructure, and research and development (R&D) initiatives. Capitalizing on its strategic geographic proximity to the metropolitan area, the Osong medical-bio clusters is generating positive outcomes. However, the Daegu Gyeongbuk medical-bio clusters faces challenges, including practical difficulties stemming from its regional location and limitations in attracting talent. To address these issues, we propose policy recommendations for invigorating the Daegu-Gyeongbuk medical-bio clusters, drawing inspiration from the Agile methodology and the hub-spoke operational model. Existing R&D infrastructure should be actively utilized without additional government financial investment, and various factors such as universities and research institutes scattered in the Gyeongbuk region were industrially linked to establish a new project-based operating model. These findings believe that the scattered medical-bio cluster in Korea can be further advanced.

우리나라에는 다양한 의료-바이오 클러스터 중 정부 주도로 산학연 운영모델을 통해 형성된 오송첨단의료복합단지와 대구경북첨단의료복합단지를 대표적 예로 들 수 있다. 현재 2개의 지역이 성공적으로 운영되고 있으나, 대구경북첨단의료복합단지의 경우 지 역적 한계성 등으로 인해 현실적으로 많은 어려움을 겪고 있다. 본 연구는 이러한 현실적 문제의식에 따라 대구경북첨단의료복합단지를 더 활성화하 기 위한 법정책적 방안을 검토하였다. 우선 현황과 주요내용에 대한 고찰을 실시하고, 관련 선행연구에 대한 이론적 검토를 수행하였다. 그리고 이러한 결과를 토대로 연구설 계와 분석의 틀로 애자일 방법론과 허브-스포크 운영모델을 융합한 응용모델을 제시하 였다. 이러한 과정에서 도출된 주요 전략과제를 설정하고 이에 대한 세부적인 정책적 실천방안에 대하여 제언하였다. 융합과학기술의 시대와 급변하는 사회 요인에 효과적으로 대응함에 이러한 융합모델 이 현실적으로 의의를 가진다고 할 수 있을 것이다.
