The purpose of this study was to compare and analyze the ordinances supporting lifelong education for people with disabilities across metropolitan and basic local governments to assess their current status and characteristics. A total of 63 ordinances were selected for this analysis, including 14 from metropolitan and 49 from basic local governments. Results are summarized as follows; a) the structure and content of these ordinances were largely similar; b) regulations concerning the duties of local government heads were primarily defined in a discretionary rather than mandatory manner; c) there were no provisions to enhance the professionalism of personnel responsible for lifelong education for people with disabilities; d) there were no significant differences in content or structure when comparing ordinances by their time of enactment; e) there was a lack of regulations regarding the responsibilities of citizens in promoting lifelong education for people with disabilities. The implications of the research were discussed.

조례는 주민들의 실생활을 규율하는 규범이자 지방자치단체의 특성에 맞는 정책을 수립하는 데 있어 중요한 토대가 된다. 본 연구는 광역 및 기초지방자치단체의 장애 인 평생교육 지원조례를 비교·분석하여 조례들의 현황과 특징을 살펴보고 이를 토대 로 장애인 평생교육 지원 정책 개선을 위한 시사점을 도출하고자 하였다. 이를 위해 국가법령정보센터 내 자치법규시스템에서 제공하는 14개 광역자치단체 및 49개 기초 자치단체의 장애인 평생교육 지원조례를 선정하여 조례 분석 기준에 따라 분석하였 다. 분석결과, 첫째, 광역 및 기초자치단체의 장애인 평생교육 지원조례들의 구성 및 내용이 대부분 유사하게 구성되어 있었다, 둘째, 장애인 평생교육 지원조례 상 자치 단체장의 책무와 관련된 규정들은 주로 강행규정보다 임의규정 방식으로 규정되어 있었다. 셋째, 장애인 평생교육 담당 인력 및 인력의 전문성 강화와 관련된 조항은 부재하였다. 넷째, 장애인 평생교육 지원조례의 제정 시기별로 비교했을 때 조례 내 용 및 구성에는 큰 차이가 없었다. 다섯째, 장애인 평생교육 활성화를 위한 시민의 책무 관련 규정은 부재하였다. 끝으로 본 연구에서 도출된 결과를 바탕으로 장애인 평생교육 지원조례의 제정 및 개정 방향에 대한 제언을 제시하였다.
