Most of the military accidents currently occurring in the Army focus on temporary follow-up measures, and the same type of accidents are repeatedly occurring. In order to prevent such trial and error, it is important to establish a safety management system focused on preventive activities rather than follow-up measures after an accident. The purpose of this study is to analyze the weaknesses of the Army safety management system to protect the lives of soldiers and complete the combat readiness due to steadily occurring Army safety accidents and to suggest a prevention-oriented safety management system improvement plan. The research method examines the existing theory and previous studies on safety management, analyzes the key tasks for the Army safety management system that are being promoted so far, and suggests a plan to improve the safety management system that can be implemented in an appropriate form. The results of this study are expected to be used as reference materials for the improvement of the safety management system in the future.

현재 육군에서 발생하고 있는 대부분의 부대 사고는 임시방편식의 후속조치에 치중하여 동일 유 형의 사고가 반복적으로 발생하고 있는 실정이다. 이러한 시행착오를 방지하기 위해 사고발생 후 후속조치가 아닌 예방활동 위주의 안전관리체계를 구축하는 것이 중요하다. 본 연구는 꾸준히 발생 하고 있는 육군 안전사고로 인한 장병의 생명을 지키고 전투준비태세를 완비하기 위한 육군 안전관 리체계의 취약점을 분석하여 예방위주의 안전관리체계 개선 방안을 제시하는데 목적을 두고 있다. 연구방법은 기존 안전관리에 대한 이론과 선행연구를 살펴보고, 이를 바탕으로 현재까지 추진하고 있는 육군 안전관리체계에 대한 중점과제를 분석하여 적합한 형태로 실행가능한 안전관리체계 개선 방안을 제시하였다. 본 연구 결과는 앞으로 육군이 안전관리체계 개선을 위한 참고자료로 활용될 것으로 기대된다.
