A Study on the Institutionalization of Early Warning of Public Conflict : The Role of the Korea National Police Agency’s Intelligence Service

The public conflict warning system plays an important role in preventing and managing the conflict by providing early warning before it intensifies, and the intelligence agency can play a key role in effectively operating and institutionalizing it. Intelligence agencies collect and analyze various data to detect potential factors of public conflict early and provide early warning based on this to support the government and related agencies to respond quickly. In addition, the intelligence agency contributes to conflict prevention by promoting cooperation and coordination among various actors such as the central government, local government, and public enterprises, and plays the role of mediator for conflict mediation and resolution. Furthermore, the intelligence agency proposes policies for the prevention and management of public conflict and contributes to establishing legal and institutional mechanisms necessary to implement them. Through this role, the intelligence agency can support the successful operation of the public conflict warning system, minimize public conflict, increase the efficiency of policy implementation, and strengthen trust between the government and the people. Modern societies are increasingly marked by diverse values and complex conflicts of interest, which have led to a growing need for intelligence agencies to safeguard public safety. The role of public conflict early warning systems is crucial in preventing and managing conflicts by issuing timely alerts before escalation. Police intelligence agencies, such as the National Police Agency's Public Security Intelligence Bureau, are positioned to play a pivotal role in both the institutionalization and operation of these systems. By collecting and analyzing diverse data sources, intelligence agencies can identify potential triggers of public conflict at an early stage and issue early warnings, allowing the government and relevant authorities to respond promptly. Additionally, intelligence agencies contribute to conflict prevention by facilitating cooperation and coordination among various stakeholders, including central and local governments, public institutions, and enterprises. They also act as mediators in conflict resolution and propose strategies for effective conflict management. Their efforts support the development of legal and institutional frameworks necessary for the successful implementation of public conflict prevention measures. This study examines the perceptions of the National Police Agency's Public Security Intelligence Bureau's role in public conflict management. Through this analysis, the research aims to establish the need for and the foundation of a public conflict early warning system, which can enhance policy effectiveness, reduce conflict, and foster greater trust between the government and the public.

현대 사회는 다양한 가치관과 복잡한 이해관계의 충돌이 빈번하게 발생하고 있다. 이러 한 갈등이 만연하고 격화되며 공공안전을 보호하는 정보기관의 역할이 더욱 필요해지고 있다. 공공갈등 조기경보시스템은 갈등이 심화되기 전에 조기 경고를 제공하여 갈등을 예 방하고 관리하는 데 중요한 역할을 하며, 경찰청 치안정보국(정보기관)은 이를 효과적으로 운영하고 제도화하는 데 핵심적인 역할을 할 수 있다. 정보기관은 다양한 데이터를 수집하 고 분석하여 공공갈등의 잠재적 요인을 조기에 감지하고, 이를 바탕으로 조기 경보를 제공 하여 정부와 관련 기관이 신속하게 대응할 수 있도록 지원한다. 또한, 정보기관은 중앙정 부, 지방정부, 공기업 등 다양한 행위주체들 간의 협력과 조정을 촉진하여 갈등 예방에 기 여하며, 갈등 조정 및 해결을 위한 중재자 역할을 수행한다. 나아가, 정보기관은 공공갈등 예방과 관리를 위한 정책을 제안하고, 이를 시행하는 데 필요한 법적, 제도적 장치를 마련 하는 데 기여한다. 이러한 역할을 통해 정보기관은 공공갈등 경보시스템의 성공적인 운영 을 지원하고, 공공갈등을 최소화하며, 정책 추진의 효율성을 높이고, 정부와 국민 간의 신 뢰를 강화할 수 있다. 따라서 본 연구는 공공갈등 경보시스템의 필요성과 제도화의 기반을 마련하고자 경찰청 치안정보국(정보기관)의 역할에 대한 인식을 조사하고 분석하였다.
