This paper emphasizes the importance of changing the transportation system from automobiles to public transportation in the reality of the climate crisis, beyond climate change. This shift is necessary globally for realizing carbon neutrality and sustainable development in response to the climate crisis. By improving public transportation in the era of climate change, greenhouse gas emissions can be reduced, environmental improvements such as noise and air pollution can be addressed, social costs in the transportation sector can be reduced, and carbon neutrality can be strengthened. Therefore, transportation policies that improve access to public transportation and make it available inexpensively can have a great impact on individuals, families, and social communities. In addition, such policies can improve the environment, create economic opportunities, and help people live healthier lives. In other words, public transportation can be understood to be directly connected to improving the quality of life. Therefore, the purpose of this paper is to explore methods for responding to the climate crisis and improving the quality of life by raising the level of public transportation, which accounts for about 15% of global greenhouse gas (GHG) emissions, and to draw implications from the research results.

본 논문에서는 기후변화를 넘어 기후위기의 현실에서는 자동차에서 대중교통으로 교통체계를 바 꾸는 것이 매우 중요함을 강조한다. 왜냐하면 전세계적으로 기후위기 대응을 위해 탄소중립 실현과 지속 가능한 발전을 위해 필요하기 때문이다. 기후변화시대에 대중교통을 개선함으로써 온실가스 배출을 줄이 고, 소음·대기오염 등 환경개선과 교통부문의 사회적 비용을 줄일 수 있으며, 탄소중립을 강화할 수 있다. 따라서 대중교통의 접근성을 향상시키고 저렴하게 이용할 수 있게 하는 교통정책은 개인이나 가족, 사회 공동체에 커다란 영향을 미친다. 또한 환경을 개선하고 경제적 기회를 만들고, 사람들이 보다 건강하게 살 아가게 만들어 준다. 즉 대중교통은 삶의 질 개선과 직결돼 있다라고 볼 수 있다. 따라서 본 논문에서는 교통부문이 전 세계 온실가스(GHG) 배출의 약15%를 차지함에 있어 대중교통의 수준을 높여 기후위기 대 응과 삶의 질을 향상하기 위한 방향을 모색하고 그 시사점을 도출하는데 연구의 목적을 두고 있다.
